Due to a large number of applications there will be a limit of 10 invitations for subclass 489 - Skilled Regional (Provisional) (Sponsored) visas until further notice. This change was implemented from the 24 February 2014 invitation round.

Please note that this will not have any impact on state or territory government nominations for subclass 489 - Skilled Regional (Provisional) (State or territory nominated) visas and nominations for these visas can continue.

在DIBP的官网上有上面两段话，不是很理解。既然489跟189一起发邀请，而且每批只发10个邀请。另外下面那段话又说州担保的489不受影响，这里面的2个489不是一个含义啊？到底是什么意思？求解答，谢谢！
