Momentum的报价，什么是off peak hot water etc？ 求解惑

最近要搬家想换一家电力公司，在网上找了一家compare公司，推荐了Momentum，报价如下：
peak1: 0.23, peak2: 0.25, peak3: 0.27, off peak: 0.10, service charge: 0.71
Peak 1 is the first 1000KWH in the quarter (3 month billing cycle)
Peak 2 is the next 1000KWH in the quarter
Peak 3 is any remaining usage
Off-peak is for all your electric hot water, and heating and cooling.

We lock in the above rates for the next 3 years, Except for the CPI increase on the first of July Each year.

The Early Termination Fee’s are $90 in your first year, and $45 in any year after that.

我对其中：“Off-peak is for all your electric hot water, and heating and cooling.” 不太理解，于是写了邮件问，答复是“You have a designated hot water tariff which is the cheaper rate. You don’t have to install any other meters or anything like that."  但还是不太懂，他的意思是指我家的热水系统和空调系统已被设计成“off peak"?, 还是我们只能在“off peak"时间内使用？  英文不好，麻烦各位解释解释。  谢谢啦！
