The period is for 3 calendar months and starts from when you first enter Australia or from when you were granted permanent residency within Victoria (whichever is latest). Leaving Victoria after the start of this period does not affect the end of the 3 month period.
If more than 3 months have passed since you entered Victoria as a permanent resident originally or since you became a permanent resident within Victoria, you are no longer legally able permitted to drive on an overseas licence irrespective of time spent outside Australia.
