This affects all applications lodged before and after 1 January 2009, both
paper lodged or electronically lodged.  Applications which were already
allocated to case officers before 1 January 2009 are un-affected and will
be processed as usual to finalisation.
Applications are now being allocated as follows:
State & Territory Nominated Applications:
Subclass 134, 136, 137, 175, 176, 475, 487, 495, 885 and 886 applications
(where a successful State or Territory Nomination is held) will all be
allocated to case officers for assessment by 13 February 2009.

请大家注意最后一段，那些subclass  134, 136, 137, 175, 176, 475, 487, 495, 885 and 886 将会被当作州政府担保类，最晚2009年2月13日就会有消息。
这是个希望，各位8月的同学之前的郁闷可以一扫而光，也不必写什么投诉信了。大家可以轻轻松松的过个年了。

2楼正解，1楼没看刮号内的说明~~（如果都当成担保类，那等于什么都没有优先，显然不合逻辑）

楼主你完全理解错了吧,你没有看这个吗where a successful State or Territory Nomination is held,只是符合这个定义下的,Subclass 134, 136, 137, 175, 176, 475, 487, 495, 885 and 886 才会在2月13为止分CO.

如果按你的理解,那完全和新政背道而走

当然，不是英语不怎么样的移民就一定混得差，相反的例子很多。也许是澳政府迫于某种压力故意限制移民而出台的91在政策吧

关键是上括号中的内容是指的 885 and 886 还是前面的所有的subclass? 请高人正解

从感觉上，我现在比较肯定了：
Subclass 134, 136, 137, 175, 176, 475, 487, 495, 885 and 886 applications
(processed by the ASPC and where a successful State or Territory Nomination
is held)，这个括号里面的(processed by the ASPC and where a successful State or Territory Nomination is held)是用来形容所有的subclass的。
至于大家说136，175等为独立技术移民，不存在担保问题，为何也出现在这里？那么很简单，按照澳大利亚人的简单思维，自然这些类别就排除在2月13日分VO之外了。

关于为什么很多人质疑说136或者175没有州担保，其实移民局并没有写错，而是却是有这样的事情。请看下面说明，并不是楼主说的澳洲人思维简单的原因。

The Regulations allow, in limited circumstances, certain applications for one visa subclass or class to be considered against the criteria for another without having to apply for a new visa.

Applicants who have applied for a Skilled – Independent (subclass 136) visa can also be considered for a State/Territory Nominated Independent (subclass 137) visa if they are able to secure nomination by a State or Territory. Applicants should consult the relevant State or Territory website to determine whether their nominated occupation is on a State’s occupation list.

以上也就是说如果136或者175的申请人不能得到州政府的nomination的话，就不在2009年2月13日之前分配CO之列。
