The Government has decided to reduce the 2008-09 skilled migration program from 133,000 to 115,000. A decision has been taken to limit the total Business Skills program to 7,500 places. It is expected this outcome will be achieved through a combination of careful management of the onshore caseload and a cap on the offshore Business Skills classes (Class UR – Provisional Business Skills Subclasses 160 to 165 and Class EA – Business Talent (Migrant) Subclass 132 visas). Capping means that a set number of visa grants is determined by the Minister for Immigration and Citizenship for a particular visa category or categories. Once that number is reached no further visa grants can occur until the next program year, beginning 1 July 2009.
The Department is unable to estimate how long it will take to process visas. The visa processing standards relate to normal processing and conditions and are only a guide for the majority of applications. They do not take into account the capping measures which have been introduced.
