190签证短登的问题

190州政府担保的pr签证下签后，短登的时候需要通知州政府地址吗？
问题是短登时间很短，而且距离下一次长登大概有个几个月的时间。

看之前申请州担保的时候的约定：

Live and work in NSW for two years from the date of visa grant (if already residing in Australia) or the date of my arrival in Australia;
Advise NSW Trade & Investment of my address on arrival in NSW (if applicable) and of any change of home or business address during the first two years that I reside in NSW on this visa;

不知道是否要求第一次登录的时候就要开始住在nsw，而且要告知州政府具体的地址。

不知道各位大侠如何操作。
