其实我仔细看了看176的说明，并没有说登陆以后要先在担保的那个州呆两年。只是说你有义务在提供担保的州呆两年。
那是否就可以先去其他州呆几年，等经济压力解决了，有本土背景了，然后再去提供担保的州呆两年。
凭我个人对DIAC上对176的说明我觉的是符合要求的，因为那上面确实没提要登陆以后最开始的两年。

是说每个州 都在自己的官网上 对176有个说明
不是diac的那个统一的
diac上面没有说要在每个州停留多久之类的

最近也折腾一把这要求，实在是公司内部的transfer机会难得。结果，WA的回信是这样滴 ：

It is not acceptable to go to another state once you have been sponsored by the Western Australian Government.

You should make arrangements to relocate to Western Australia as you have signed an agreement to live and work in Western Australia for 2 YEARS as you have promised.

Otherwise, we will cooperate with DIAC for further operations.

补充查了一下WA的agreement，里面确实有明确的要求：
Please note Western Australian state sponsorship is not transferable to any other State or Territory in Australia.
Applicants using Western Australian state sponsorship are required to live in Western Australia for at least the
first 2 years after visa grant.

那就没戏了。刚好最近纠结这个问题。一边是悉尼公司一堆的职位AVAILABLE，可以申请内部TRANSFER，一边是WA 去做LABOR
