In most cases a JP/commissioner for declarations may not attest to a photograph being a true likeness of you (the applicant) unless they have known you for more than 2 years. The best way around this is to have the page/s that bear your photograph & 'bio' details of your passport certified as a true copy of the original document. You must also include two (current) passport sized photographs of yourself. This method is acceptable as long as the passport photo and the current photos bear a semblance to each other and not more than 3 years has lapsed between the times the photos were taken.
