香港无刑需要吗？！

请问在香港居住超过一年需要办理无刑吗？
如果需要，看到办理无刑要求有关领事馆／移民局／政府部门发出的信件，信件须载有申请人的姓名及清楚列明领事馆／移民局／政府部门需要检视无犯罪纪录证明书。这个从哪里弄？？？！！！
“A photocopy of a letter from the relevant Consulate / Immigration Authority / Government Authority, which contains his or her name and clearly indicates that the production of the Certificate is required”
