117新政还没有发布

说好的11.7号发布新政的嘛，咋还没发布呢。。。

DICA的官方网站干脆弹出警示框，说还没有上传新政，更多信息请留意。这是啥意思？

新政被扼杀在摇篮中？至今尚未达成统一意见？
