BEIJING - The usual rush to snap up property during the National Day holiday, an annual peak time that sales offices had hoped would help the market rebound from the State's price-cooling policies, has so far failed to materialize this year, according to official data.
Experts predict the latest move to curb property speculation and tighten regulations on developers' liquidity issued on Sept 30 will lead to the "coldest" Golden Week holiday, as well as an uncertain month for those in the industry.
Figures from the Beijing Real Estate Trade Management Network show average sales in the capital reached just 116 homes per day for the first three days of October, falling far short of the last four days of September, when 635, 852, 560 and 573 homes were sold respectively.
The cheerless sales performance looks even worse when compared to the fact more than 7,300 new homes across 17 projects went on the market between Sept 28 and Oct 2.
Sales of second-hand homes in Beijing also tumbled from 1,067 on Sept 30 to just 18 on Oct 1 and 2, when people began viewing and signing contracts during the holiday, official data shows.
In Shanghai, some developers are offering discounts of up to 100,000 yuan ($14,900) at the Holiday Housing Market, Autumn Home Exhibition, a "barometer" of the city's property market.
Enthusiasm to buy in Hangzhou, capital of East China's Zhejiang province, has also been dampened by the new central government policy by more than 90 percent, with the number of pre-sale deposits paid to developers falling from 361 on Sept 29 to 31 on Sept 30, local media reported.
Discounts and other promotions, such as offering extra space, decorations and electronic appliances for free, are also being offered at a reportedly "tepid" property exhibition in the island province of Hainan.
To cool housing prices further, the Chinese government suspended bank loans for third-home purchases beginning Oct 1 and plans to extend property taxes throughout the country. All first-home buyers also now have to pay a down payment of at least 30 percent of the purchase price.
A survey conducted at the Autumn Home Exhibition found that 87.5 percent of buyers feel the market trend is not clear and agreed it is difficult to tell if now is the right time to buy, Shanghai-based Orient Morning Post reported on Tuesday.

Returning from the glorious rolling countryside surrounding my home in Britain, the distinct lack of greenery in Beijing can be depressing for me. The contrast could not be more marked. Space and quietness are not qualities that are readily found within this bustling metropolis. Having said this, there are some major positives that are in the capital's favor.

Beijing is rapidly developing into a vibrant cultural melting pot, where cuisine from all regions of China is present on many streets and a new European restaurant opens every week. The diversity that Beijing offers is personally exciting. As Beijing continues to involve the international community, this can only improve further.
Not only culturally, but the ever-modernizing city skyline is also fantastic.
While the government could probably do more to protect Beijing's cultural heritage in the face of increasing numbers of shopping malls, and the incessant droning of late-night construction can be a bore, one can't deny the pace of change.
In the UK, filling in a few potholes could take a month: In Beijing, a new road will appear overnight. Sitting in traffic on the way back from the airport, I did feel that not all change is necessarily good, but the fact remains that improvements are happening on a near daily basis.
After over a decade of decimation, the UK feels like a country experiencing extreme stagnation, if not a decline, from its era of prosperity. It will take another decade to even begin to approach a solution there.
Sure, Beijing isn't all smiles - the air quality is still not the best and the public transport system needs improvement among other things.
The key, though, is that it's all seemingly changing for the better.
Things are in place to reduce the impact of any concerns.
A number of new subway lines are under construction (10 at present, with a total of 19 lines planned to be in operation by 2015), cars are limited in their access to the downtown by their registration plates and more environmental measures are due soon.
The city is not a finished product and certainly you get the feeling, living here, that you are part of something growing and developing. Being part of the rise of Beijing is certainly stimulating.
Besides rapid growth, the buzz of big city life is always a draw not unique to Beijing.
Not only is the level of entertainment available fairly high, even by global standards, but the crime rate is also low compared to other cities around the world of a similar size.
Non-native residents regularly discuss how safe they feel in the city compared to other places they have lived - perhaps due to the streets never being empty of people.
Regardless, Beijing feels safe compared to London or other similar-sized cities that I've live in.
Beijing certainly isn't perfect, but compared to a national feeling of pessimism back home, one often feels here that the only way is forward.

SYDNEY (AFP) – Rare earths, the little-known elements behind everything from iPods to hybrid cars and eco-friendly light bulbs, are set to boom in Australia thanks to an export clampdown by China, experts say.
Industry sources and analysts say Australia's vast reserves of the obscure metals with highly prized properties could make it one of the world's leading producers in just a few years.
"By about 2014 we should be one of the dominant suppliers of rare earths to the world. And we will compete with China for that," a long-term investor told AFP.
"We're a small country but we're going to be the Saudi Arabia of rare earths."
World attention shifted to Australia's nascent rare earths industry after China, which dominates global production, began restricting exports, sending shudders through major consumers Japan, Europe and the United States.
Australian experts say China has simply used up its tightened annual export quota, playing down fears of a trade embargo on high-tech producer Japan over a bitter territorial dispute.
But the scare triggered a rapid reappraisal of rare earths sources other than China, which cornered the market with about 90 percent of global supply but now needs growing amounts for its domestic market.
Rare earths like super-magnet dysprosium and red-glowing europium are vital components in hard-drives and computer screens, while the metals also make possible laser missile systems, wind turbines and solar panels.
"We touch rare earths every day of our lives but people are not aware of the applications they're in," said Matthew James, vice president of corporate and business development at Australia's Lynas Corporation.
"They are underpinning societal trends which are not going to reverse. We have to become more energy efficient, we have to become better in managing our environmental footprint.
"eople are not going to accept larger, clunkier devices, they want smaller, faster, lighter. These are trends which are driving growth in the rare earth market."
The United States, fearful of further restrictions from China, is scurrying to resume production, while Japanese companies, leading makers of flat-screen TVs, digital cameras and smartphones, reportedly turned to Lynas.
"Japan should diversify its supply and better manage risk in the long run. It's awkward to rely on China for 90 percent of its supplies," said Toru Taniuchi, a professor at Japan's Teikyo University.
"But the interests of buyers and sellers have to meet in order for new entrants to the market to succeed," he warned, referring to Australian suppliers.
Lynas, among five companies with proven Australian deposits, according to www.australianrareearths.com, will next year be the first Australian producer to come on stream when it shifts some 11,000 tonnes from a new plant in Malaysia.
The company will double output to 22,000 tonnes a year by the end of 2012, worth about 1.1 billion US dollars at current prices.
James said Lynas had about 1.4 million tonnes at its Mount Weld holding in Western Australia and could be selling to China within a decade as the giant country's supplies dwindle in the face of rocketing consumer demand.
He believes Lynas is two to four years ahead of any other producers outside China because rare earths projects take several years to develop. The Lynas project has already been eight years in the making, James said. "With the resource constraints in China, China's own growing demand and China's desire to improve the efficiency of their own industry, we think China could be a net importer of rare earths in five to 10 years' time," James said. The rare earths investor, who preferred not to be named, said there would soon be a "real focus" on Australia, which has 46 percent of the world's rare earths deposits. "Nobody has really worked out, until maybe the last week or so, Australia's position in it all," he said. "When you look at the international literature about scarcity of rare earths you see a mention of Australia, but nobody has an understanding that we've got 46 percent of the world's supply. "And that we've probably got the richest and best deposits in the world. I don't think anybody ever contemplated that and I think that's just starting to dawn now."

BEIJING, Sept. 30 (Xinhua) -- Experts said Thursday that the latest measures taken by the Chinese government to cool the property market would produce tangible results, and stricter policies were expected.
"The new policies represent the government's tougher stance in curbing excessive housing price rises," said Wang Jun, a researcher with the China Center for International Economic Exchanges (CCIEE), a government think tank set up under the National Development and Reform Commission (NDRC).
These new measures are part of a concerted campaign involving eight ministries and include providing more support for builders and owners of low-income housing while holding provincial governments accountable for failing to contain home price inflation and providing affordable housing to the poor.
Wang said the timing of announcing these measures was an indication that the central government had decided to redouble its efforts in response to the signs of a rebounding housing market, as seen in recent weeks.
Earlier this month, official statistics showed that property prices in China's 70 major cities rose 9.3 percent in August, year-on-year, but were unchanged from those of July, which also did not decline from June.
As housing prices in major cities were soaring beyond the reach of ordinary earners, the government in April introduced an array of policies, including higher down payments and an end to mortgage discounts, to dampen speculative demand, and issued orders urging local governments to build more affordable housing in a bid to increase the supply for low-income people.
"To some extent, these policies have helped in boosting the supply of affordable homes and curbing the speculative demand, but the effects have been limited due to weak enforcement by many local governments," said Wang.
Wang pointed to a policy statement jointly issued by the Ministry of Housing and Urban-Rural Development, Ministry of Land and Resources and Ministry of Supervision on Wednesday as an effective measure by the central government to force local governments to enforce the policies.
"rovincial governments would have to take responsibility if they fail to curb home price rises and provide more affordable housing," the statement said.
Providing more affordable homes was a key move in cooling down the property market as they sought to reduce the prices of commercial housing and meet the demand of low-income people, said Wang.
"The central government had set a quantitative goal for each provincial government to build affordable houses, but a majority of provinces fell far short of reaching these goals because they would rather sell the land to commercial developers for handsome profits," he said.
Yi Xianrong, a researcher with the Institute of Finance and banking of the Chinese Academy of Social Sciences, also expects this measure to exert effects. "The accountability system would serve as an alarm bell for local governments who have been lukewarm towards building low-income homes," he said.
The accountability system came one day after the government adopted a preferential policy for low-income home builders and buyers.
On Tuesday, China's state tax office and finance ministry said they would exempt a segment of the low-income housing sector from taxes in a drive to boost the supply of affordable housing.
Specifically, builders and owners of "public rent homes" would be exempt from the land use tax, stamp tax, deed tax and value-added tax for the next three years.
On the demand side, the central bank and the banking regulator announced, in a statement on Wednesday, that they had taken further steps to cool the speculative demands, ordering banks not to provide loans for third home purchases and above.
The statement also said that down payments on all home purchases would now have to be at least 30 percent.
"There are a lot of people in the market who believe that home prices would never fall, and even if that happens, the government would come to rescue. These new measures showed this expectation to be wrong," Yi said.
Both Yi and Wang expected more and stricter policies would be employed by the central government to cool down the property marker, including the long-awaited expansion of the property tax from some cities to the whole of China.

Beijing Olympics cauldron to be removed

Workers dismantle the cauldron from the Beijing Olympic Games at the top of the National Stadium, or Bird's Nest, in Beijing, Sept 25, 2010. The cauldron has been on the top of Bird's Nest for more than 900 days since the opening ceremony of the Games in August 2008, and it will be completely dismantled by the end of the year. It will then be removed and fixed permanently in a square northeast of the stadium after reinforcement and renovation.

光看标题还没有太明白，原来主火炬叫做Cauldron.

Scientists and the news media are presenting ever more evidence of climate change. Governments cannot be expected to solve this problem. It is the responsibility of individuals to change their lifestyle to prevent further damage.

What are your views?

A:
In the present stage, the human race has entered into the so-called modernization era. Accompanying the tremendous transformation of our working and living style, whilst our habitat environment also faced a crucial challenge. For instance, the widespread of the climate change around the world has already grab lots of eyeballs; the environmental scientists and the vast amount of medium are presenting this phenomenon for a long time. So how to deal with such problems, the government and individuals who should take the responsibility to address this significant issue? In my point of view, the both should combine and twisted together to combat this problem.

Nowadays, there have vast amount of root causes which contribute to the climate change. For instance, the factories who generated host of greenhouse gases and the dominant usage of private cars; therefore, to address such main causes against the climate change, of course, the government should stand out to take the duty to solve the problems. Accordingly, government can make some regulations to restrict such activities.

On the other hand, the individuals also must take the responsibility to combat the global climate change problems. First of all, citizens should change their living style, for example use more eco-friendly energy resources instead of the on-time ones. Secondly, from transportation aspect, if all individuals use more public transportation instead of utilize private cars, that would be very beneficial for our whole environment.

I am of opinion that the government should take the responsibility to engage this problem, so the policy makers need to raise more regulations to prevent such problems, meanwhile the individuals must follow up and act in concert with such guidelines. I believe that, the climate change problem will be mitigated via this approach.

There are three reasons why I disagree media shouldn't report details of crimes.

First of all, the public need to know the truth, not just sth that blurs the fact. The details of crime help people get to know the truth of whole process.

Next, the details of crimes will help teach people learn how to prevent themselves from being hurt by the criminals. They may learn what they should do and what they should not under some dangerous circumstances.

Last but not least, knowing the details of crime will help people fight with the criminals. What's more, people may be well prepared for the upcoming dangerous, they will be highly alert and sensitive, and proactively prevent the crimes from happening.

I think the reasons provided by the positive side does not hold water at all. Let me give you the reasons one by one.

If the details of crime is a text book of prime, it is the public who will get more benefit from it. In fact, it the criminals want to get some method, they have lots of ways to get it. For example, one can easily buy a novel that detailed the process of a criminal offense. Most of them does not care much about the news at all. But for the public, the media is the most common way for them to get those information.

That reason is funny. It looks like the positive side has attibuted the reason of crime is the criminals what to get fun. I would say this opinion is quite harmful because it neglects the social reason of crime. Criminals are not born as criminals, they are ordinary people, they have their own dream, they are just like any of us. If we want to prevent crimes from happening, what we need do is not hiding the truth, we need probe the real social reason.

Beijing -- An increasing number of Chinese think house prices will rise further, but fewer bankers expect a pre-emptive monetary policy tightening, according to a quarterly survey by the People's Bank of China released on Sunday.
Out of 20,000 consumers surveyed, 36.6 percent replied that property inflation would continue to accelerate, up from 29.4 percent in the previous poll published in June.
In a separate survey of bankers from 2,900 branches, 63.9 percent of respondents said monetary policy would remain unchanged in the next quarter, up from 51.4 percent in the second quarter.

In the same vein, 69.4 percent of the bankers said the current monetary policy stance was appropriate. The figure was 11.5 percentage points higher than in the previous poll.

Beijing launched a series of measures in April, including higher down payments, to deter speculative property buying.
Real estate prices in 70 key cities were flat in August and July, resulting in a drop in the annual rate of property inflation, according to official statistics.
But anecdotal evidence is mounting of a rebound in transactions and prices as the impact of the curbs fades.
The authorities are closely monitoring trends but are not yet planning fresh tightening steps, a banking regulatory official said in remarks published on Saturday.
In the central bank survey, 72.2 percent of consumers responded that current property prices are "too high and hard to accept", while 15.6 percent of them said they planned to buy an apartment in the next three months.

I think this title might be "Love was labor's lost"  according to the context and the funny story that Zhang discribed in the report.
