no you can't.
your baby is only 2 months--he/she knows nothing about "emotional manipulation" stuff. He/She must be either hungry, uncomfortable, upset, or ill. You gonna find out the reason.
Of course there is another reason--there are 15% "good" babies--they eat, they sleep; there are another 15% "bad" babies--they cry just for no reason and cry anyway how you treat them.
It is believed that the longer you let your baby cry, the more time you need to finally calm them down. So don't let your baby crying for 20 minutes there--5 minutes is far more enough for a 2-month baby.
When your baby grows older, he/she knows how to use crying to manipulate you--which is also called "emotional blackmail". When that time comes, you can let them cry for nothing.
But now, don't do it. You gonna find out what he/she is crying for and give him/her what he/she needs as quick as possible. If unfortunately, your baby falls into the other 15% (they cry for no reason), what you can do is just to try every way to calm him/her down.
