就是说某一类别的签证配额到了封顶上限(capping)之后，这一财年就不会再批准新的visa, 要等下一个财年
下一个财年在 09年7月1日开始

转一个国外论坛上移民局给申请者的回信,

"Please note that due to the Ministers latest announcement on Mon 16 March 2009 (http://www.minister.immi.gov.au/medi...09/ce09030.htm) regarding removal of occupations from the critical skills list we are unable to provide specific timeframes as to when your application will be finalized. The Critical Skills List is a list of occupations developed in response to the changing critical skills needs of Australia. It is focused on medical and key IT professionals and engineers.

The CSL is more responsive than the Migration Occupations in Demand List (MODL) in identifying and prioritizing applications for skills in critical shortage.
The CSL will be reviewed regularly by the Government to ensure that it remains valid and current in the changing circumstances. Processing applications on this list as soon as possible will ensure our economy gets the skills it needs now, not simply the migrants who applied first.[/color]
Effective from 1 January 2009, occupations that are not included in the CSL will not be given priority processing or finalization unless applicants are sponsored or nominated by a state or territory government.
If you wish to request a refund of the VAC2 payment pending finalization of your application, please forward the request to me."

已经交了VAC2费的都会被pending，移民局可真狠啊！

我认为他们说的很实在.能够理解,对澳洲和申请人都好(因PR前两年无社会救济和失业金的!)

还是没提MODL什么时候能开始处理，州担保终归有个上限总额，CSL就没有，总不见得一直等新的CSL来申请，完全不动MODL？核心问题还是，到底有多少CSL的？

MODL不是早有人分析过，剩下的人差不多是CSL的一半。CSL处理用了4个月，那MODL差不多2个月。。。。
前提是一切都照旧。。。

Q14里所说就是我现在所处的情况，原来是CSL，之后分了CO，再之后职业从CSL里移除，我补料8天龙，没有任何的消息。我想写信问问我的CO我的CASE受到影响没，但是中介告诉我，每个CASE有不同的情况，你如果频繁的给CO写信询问，CO会很不爽的，所以让我再等等，过两个星期之后再说了！

应该没那么顺利,我看到这段话"As of now, only General Skilled Migration applications which are State/Territory sponsored, or which have nominated occupations on the new Critical Skills List will be processed. There will be no visa grants to other applicants until further notice, which is not likely to be before 1 July 2009, and may be much longer.".....

关键还是看配额吗，如果配额够的话就没有问题啊，这个财年的还没用完，我们这些已经分CO的CSL应该会准的。

配额现在应该没问题。Q14不是说新政用于所有未准签的申请者么，包括取消一些csl的职业。
