paid parental leave -- 什么时候开始发钱？

由于个人的很多原因，我在宝宝4个月大的时候才申请ppl。请问批下来的话，钱是从什么时候发呢？如果我的starting date填宝宝的出生日的话。

我阅读了网络上的信息：
It is important you know that the date you tell us to start your Paid Parental Leave period from will not be the date of your first payment. It is the date your first payment of Parental Leave Pay will be backdated to. If you give us proof of birth or adoption more than 28 days after your child is born or comes into your care, we cannot backdate your payment to the date of birth or adoption.

那我因为是28天后才申请、才提供出生证，政府是不是只会在申请日开始发钱给我？
