一，澳大利亚移民法中这样规定（Migration Regulation 1994）：

Part 6D.7      Educational qualifications
6D72        met the requirements for:
(a)        the award of at least a bachelor degree by an Australian educational institution; or
至少拥有一个澳洲本科学位，或者
(b)        the award of at least a bachelor qualification by another educational institution, that is of a recognised standard
一个被认可至少等同于澳洲本科学位的海外本科。        

看到这样的规定，无疑会想：“至少等同于一个本科学位“，那硕士肯定比本科是高的，所以”专升硕“或者”硕士毕业本科无学位“这种情况应该是按照15分来算的！
别急着下结论，接着往下看


二，移民局官网中进一步解释（DIBP）：

To receive points for a masters degree, you must also have a bachelors degree awarded at an Australian tertiary education institution or an equivalent award.
如果要以硕士学位申请学历分15分，申请人需要有澳洲本科学位或者被认可的等同的本科学位。
看到这里，规定无疑多加了一个condition,那是不是”专升硕“或者”硕士毕业本科无学位“就拿不到15分了呢？

三，移民法中的解释章节（PAM3）又做了更细致的解释：
32.6      Bachelor and post graduate qualifications
Points for this factor are awarded on the basis of an applicant attaining at least a bachelor degree awarded by an Australian educational institution, or at least a bachelor qualification awarded by another educational institution of a recognised standard. The bachelor or other qualification does not have to be related to the applicant’s nominated occupation. In determining whether an applicant’s qualification has met the requirements for award of ‘at least a bachelor qualification’ the case officer must have regard to the recognition given to the qualification by the relevant assessing authority or by VETASSESS.
1.        至少一个澳洲本科学位，或者
2.        一个被认可的本科学位
3.        本科学位或者更高的学历可以和申请人的提名职业无关，比如一个人本科是会计，Phd是经济，那该申请人可以用最高学历加分-20分
4.        在判定申请人是否满足上述（1）或者（2）要求时，签证官必须参照相关职业评估机构或者Vetasses对申请人的学历给出的意见。

Case officers may also be presented with claims of qualifications at masters level for the purpose of gaining points. As defined in regulation 2.26AC(6) qualifications at masters level completed in Australia require the completion of a bachelor degree awarded at an Australian tertiary educational institution or of an equivalent award.
重点来了
有的时候，申请人只能提供Master的学位 - 因为澳洲的土鳖签证官不知道天朝还有一个叫“专升硕“和”四级不过拿不到学位“的东东。
因为在他们眼里，master degree是这样在移民法中定义的：
Regulation 2.26AC(6)
Degree means a formal educational qualification, under the Australian Qualifications Framework, awarded by an Australian educational institution as a degree or a postgraduate diploma for which:
(a)      the entry level to the course leading to the qualification is:
(ii)      in the case of a master’s degree — satisfactory completion of a bachelor’s degree awarded at an Australian tertiary educational institution or of an equivalent award; and
他们认为，只有拥有了Bachelor Degree才能读Master Degree

However, in certain instances, where the relevant assessing authority recognises the masters obtained by the applicant as comparable to at least bachelor level at Australian standards, case officers must have regard to this opinion in determining whether to award points.
更重要的重点来了，作为一个已经形成体系的“移民法“，当然得方方面面都得考虑到
他们承认，的确有这一批人存在，他们专科毕业，不仅来读了澳洲的Master，还成功拿到了学位，为了照顾这批人，他们把皮球踢给了各大职业评估机构（比如Vetassess， ACS, EA, CPA,  ACCA, IPA。。。）
如果以上的这些职业评估机构在申请人职业评估结果上给出了这句话“the masters obtained ars comparable to at least bachelor level at Australian standards“那么，签证官就必须根据这个意见来决定是否给予15分的相当于本科的学历分


四，如果相关职业评估机构给不出意见呢？
If case officers cannot verify that the overseas qualifications or the masters degree are commensurate to at least an Australian bachelors degree, applicants will still be eligible for 10 points if the qualification has been recognised by the relevant assessing authority as part of the applicant’s skills assessment .
只有10分。


五，总结：
-        专升硕的同学是绝对有可能申请到15分学历加分的，前提是你的职业评估机构给出了“你的硕士学历至少等同于一个澳洲本科学历的“意见。
-        目前我所知道是，会计的CPA,ACCA会对申请人学历给出上述一样的意见
-        其他职业的申请人，如果有同样问题，单独要求相关评估机构给你这份申请做一个特殊的相关说明几乎是不可能
-        除非是联合其他的一些申请人，一起写邮件向该职业评估机构反映情况，希望他们能出台相关的政策与时俱进，这样还有一丝可能

专升硕肯定没有加分了，因为ACS评估都是按照取得硕士学位后来计算工作经验的，除非你是获取硕士学位后有8年的工作经验，所以2007年5月后获取的硕士学位肯定没有加分了。
