Leading the news this morning:

The number of people killed in the tsunami off west Sumatra is expected to climb to more than 500. Officials in the Mentawai Islands are finding more victims of the tsunami that struck on Monday night. Three hundred and forty people so far are confirmed dead. Aerial surveys, however, have revealed many more corpses.

Also in Indonesia, a volcano in central Java has erupted again, spewing ash and hot gas into the air. The Mount Merapi volcano has already erupted several times this week, killing 32 people. More than 50,000 people have been moved to temporary shelters outside the danger zone.

The Federal Opposition leader says Labor’s failing to live up to its aim of being a reforming government. Delivering the annual Alfred Deakin Lecture in Melbourne last night, Tony Abbott argued Labor’s confusing reform with big spending. He says Labor’s $43 billion broadband policy actually stifles competition.

The New South Wales Keneally Government is the least popular Labor government in Australian history, according to the latest Newspoll. The poll shows support for the party has dropped to just 23 per cent. Support for the state Opposition is double that at 46 per cent.

The Prime Minister Julia Gillard will arrive in Vietnam today for the East Asia Summit. Ms Gillard says she’ll use the summit to raise Australia’s strong concern about human rights in Burma. The PM will then visit Indonesia. She says any representations she makes on behalf of Schapelle Corby and the Bali Nine will be done in private.

Australian shares have been hit by a steady stream of profit-taking as investors gear up for a raft of local and international economic data due out next week. Both the All Ordinaries Index and the ASX200 have closed down about 0.5%. Shares in Macquarie Group have surged almost five per cent after the investment bank revealed a better-than-expected first half net profit of $ 403 million. That's down 16 per cent on its profit for the same time last year, but it's still beaten market forecasts.

Mining stocks have been fairly mixed today. Shares in Whitehaven Coal have jumped almost nine per cent after it said it would formalize talks with potential bidders. But Rio Tinto has taken a little bit of hit, and Telstra has closed 1.5 per cent lower.

Turning now to commodities. That gold has eased and oil is fairly steady. And the Australian dollar is buying 97.6 US cents.

There's some good news for first-time buyers today with signs that housing affordability is improving. The property research group RP Data says home values rose just 0.1 per cent last month, seasonally adjusted. Homes in regional areas have fared even worse, falling almost one per cent. It's the fourth straight month that values have flatlined. Canberra was the best performing capital city in the whole September quarter, while values in Perth fell five per cent. Analysts say the price stagnation will help first-time buyers get a foothold in the property market.

Qatar Airways has admitted that one of the bombs posted from Yemen last week was originally transported on two passenger planes before being seized in Dubai. Two suspected al-Qaeda packages from Yemen were intercepted in Dubai and Britain on Friday. The packages were addressed to Chicago synagogues and contained powerful explosives which could have detonated. Yemeni police have arrested one woman suspected of mailing a bomb and are searching for more people involved.

Indonesia's most active volcano has re-erupted, spewing more gas and ash over panicked locals. Java’s Mount Merapi last week killed 36 people and many residents had begun returning to the area to check on homes and livestock. More than 50,000 people are living in camps after evacuating a ten-kilometre danger zone around the mountain.

A bomb has exploded in the centre of the Turkish city of Istanbul, wounding 32 people, including 15 policemen. A suicide bomber tried to board a police bus at Taksim Square in the city's entertainment district. No group has claimed responsibility for the attack.

A Queensland coroner will today begin an inquest into the death of a man tasered by police 28 times. Antonio Galeano was shot with a 50,000-volt stun gun during a fight with police near Townsville. A pre-inquest hearing was told that the man was naked and shouting threats when he was tasered.

Fifty-two people are now known to have died during an operation to free worshippers held by gunmen inside a Baghdad church. One hundred and twenty people were held in the Catholic church for at least four hours. When Iraqi security forces stormed the building, more than 50 people were killed and dozens more injured. Despite the casualties, the Iraqi defence minister described the operation as a success.

UK officials say the tip-off about parcel bombs being on two US-bound cargo planes came from a repentant al-Qaeda member. Officials have told the BBC a former Guantanamo Bay detainee handed himself into Saudi Arabian authorities two weeks ago. After leaving Guantanamo, he went through a rehabilitation program in Saudi Arabia, then rejoined al-Qaeda in Yemen before turning himself into authorities.

The UN says Australia has resettled just ten per cent of the refugees it had committed to take from Indonesia. Australia agreed to boost its intake of Indonesian asylum seekers from around 50 to 500 early this year. But Jakarta office of the UNHCR says so far it has recommended 528 refugees for resettlement, but only 52 have so far gone to Australia. The Government is declining to comment on the shortfall.

The Government says it’s prepared to consider an extension of the time to finalise the Murray-Darling Basin Plan. The Basin Authority is holding consultation meetings about its initial proposal. A draft plan is due early next year and a final plan is due by the end of that year.

Leading the news this morning:

The Federal Government is working on a plan to improve competition between the banks. It's likely that package will include a number of the Coalition's ideas. The Treasurer Wayne Swan says he'll announce a range of policy changes next month to try and put downward pressure on rates and increase competition between the banks. The Reserve Bank lifted rates by 25 basis points yesterday, taking the official cash rate to 4.75 per cent.

Voting is now underway in the US mid-term elections with the Republicans poised to win control of the House of Representatives. Analysts predict a divide in power with the Democrats tipped to retain a small majority in the Senate. The House of Reps and a third of Senate seats are up for re-election.

At least 36 people have been killed in a series of bomb blasts across Baghdad. Another 320 were injured in the attacks which involved a combination of car and roadside bombs. Officials say at least ten explosions struck eight mainly Shia areas of the city.

Two men in Greece have been charged with terrorist acts in connection to a series of parcel bombs sent to embassies in Athens. The explosive devices were found at five embassies. One of the bombs exploded at the Swiss embassy, but no one was injured.

And a gas explosion has blown apart a row of terraced houses in northern England. Fire officials say 15 people were injured in the blast that caused absolute chaos, they say. Police, paramedics and firefighters spent hours scouring the rubble for residents feared trapped.

President Barack Obama says he understands voter discontent with the state of the economy. The Republican Party has had a sweeping victory in the mid-term elections, winning control of the House of Representatives. The Democrats are clinging to a slim majority in the Senate. Many voters turned away from President Obama and the Democrats, disillusioned with the sluggish economic recovery.

Consumer group Choice is launching a campaign against the big banks. The “Better Banking” campaign will target poor service and excessive fees. It plans to hold a series of town hall meetings to allow bank customers to air their grievances.

And firefighters are keeping a close eye on two bushfires in Western Australia. A fire in the Perth hills has been threatening homes, while another blaze continues to burn near farmland in the southwest.

The Defence Force is investigating claims that a civilian was killed during a firefight involving Australian and Afghan soldiers. After the exchange, the ADF says soldiers were approached by locals carrying the body of a male and claiming he’d been killed in the fight. The ADF won’t comment until a review is completed.

Indonesia’s Mount Merapi volcano has erupted again, forcing hundreds of people to evacuate the area. Thirty-eight people died when the volcano first erupted last week. Its latest blast was more powerful, but there have been no reports of casualties.

A bushfire near Moore River about 100 kilometers north of Perth has been contained. The fire threat has now eased for the coastal areas of Lancelin, Ledge Point, Ocean Farms and Seaview Park. A lightning strike yesterday afternoon caused the bushfire which has burnt through almost 6,000 hectares. No one has been injured and there's been no property damage.

At least three million dollars of damage was done by floodwaters in Coonamble in western New South Wales. The Castlereagh River last night peaked close to the town's levee height, but it wasn't breached. The town's mayor says damage has been done to road and council infrastructure. Residents downstream from Coonamble are now preparing for floodwaters to move their way.

The White House says US terror watch lists have been radically revised following the foiled bomb attack on a passenger plane. US President Barack Obama says systemic intelligence failures allowed a young Nigerian man to board the plane in Amsterdam even though he was on a terrorist watch list. Mr. Obama has now returned to Washington after a less than restful vacation in Hawaii.

And scientists are concerned about a new study that's found significant seaweed growth on the Great Barrier Reef. The study found more than 40% of the system's inshore reef is dominated by seaweed.

Defence ties in Afghanistan will be under discussion on Hillary Clinton's final day of her Australian visit. The US secretary of state and the Defence Secretary Robert Gates will meet their Australian counterparts Kevin Rudd and Steven Smith this morning.

Voters in Burma have responded to an opposition call to boycott the first elections there in two decades. Turnout in some areas was reportedly as low as 35 per cent. Democracy advocate Aung San Suu Kyi's opposition refused to take part in the poll, calling it a shame.

And there are reports around this morning of problems with three more of the engines on Qantas planes. Two have been removed from the wings for closer inspection. Qantas won't say what the problems are, but it is bad news for thousands of passengers stranded as the airline reorganises schedules after problems with the A380.

The Australian Securities and Investments Commission will be given the power to prosecute banks that try to profit from exit fees. This is part of the Government's financial law reforms that will be announced later this week. The banks charge customers up to $900 to switch their home loans. But there are reports this morning that at least some of the Big Four are said to dump the fees.

Barack Obama isn't satisfied with the pace of Pakistan's fight against terrorism inside its borders. Speaking on the second day of his Indian visit, the US president says progress isn't as quick as he would like. Many Indians aren't happy that the US continues to supply weapons to Pakistan. But the president is defending his policy, saying America is working with Pakistan's government to stamp out extremism.

Julia Gillard's popularity has taken a dip in the latest Newspoll. The Prime Minister's approval rating is 49 per cent. That's down four points. She still leads Opposition Leader Tony Abbott though he's increased his rating by two points, rising to 34 per cent.

Fighting has extended to several areas along the Thai-Burma border after Burma's controversial elections. About 10,000 refugees have fled the fighting between government troops and Karen rebels. Several people were killed or injured. The flare-up had been predicted after many ethnic groups were excluded from the election.

Barack Obama is backing India's bid for a permanent seat on the United Nations Security Council. The US president was addressing the Indian parliament at the end of his three-day visit there. He now heads to Indonesia as part of his 10-day Asian tour.

Israel's again been accused of trying to sabotage the Middle East peace talks as planning to build more than 1,000 apartments in occupied East Jerusalem. Palestinian authorities have condemned the move as Washington is trying to persuade Israel's prime minister to freeze construction in the occupied territories.

And police still aren't commenting on the mysterious deaths of three people in Kapunda, north of Adelaide. A 16-year-old girl and her parents were found dead in their home yesterday. Police have sealed off the area and Major Crime Squad detectives are now investigating.

Qantas's reputation takes another battering. The European Commission has fined the airline $11 million for price fixing. It's one of 11 airlines that had been charged with fixing the price of air cargo between 1999 and 2006. In total, more than $1 billion in fines were handed out to various airlines.

Wayne Swan is defending his handling of the federal budget. He's rejecting suggestions that he's too soft on spending. In the wake of the budget update, the Opposition and some economists want him to cut deeper with fears that inflation will put more pressure on interest rates. But the Treasurer insists he is on track to deliver a modest surplus in 2013.

Police still have no idea who killed a family in the South Australian town of Kapunda. A couple and their 16-year-old daughter were found dead in their home by a family friend. It's believed they've been stabbed. Police have been door knocking the local area, searching for some clues.

Thailand has decided to send refugees from the fighting in Burma back across the border into Burma. About 20,000 people fled when fighting broke out between government troops and ethnic rebels. The violence flared in the wake of Burma's sham election.

And a US inquiry has slammed three companies involved in the Gulf of Mexico oil spill. The White House oil spill commission says there was a culture of complacency at BP, Transocean and Halliburton. And the government says the companies paid scant regard to safety on the rig and made a series of mistakes ahead of that catastrophe.

The man dubbed the 'Honeymoon Killer' has been released from jail in Queensland. Gabe Watson is now off to a detention centre, awaiting deportation back to the United States. The Federal Government has asked Watson to sign a document acknowledging that he could face the death penalty when he's returned to the United States. But Alabama has already assured Australia Watson won't face that penalty if he's sent home. And Watson's lawyer says he doesn't understand why the Government needs an extra guarantee.

The problems with those Rolls-Royce A380 engines keep on coming. Lufthansa is the latest airline forced to replace an A380 when problems were detected with the engine. Singapore Airlines has grounded three of its Airbuses so far. And this morning, Qantas has told us that its fleet of A380s will remain grounded until an investigation into its engines is complete.

Victorian voters got a chance to quiz their political leaders last night. But it was the backroom deals that would have been exercising the party's minds. Fairfax reports this morning the Greens have walked away from doing a preference deal with Labor, and they are likely to do one with the Liberals instead.

New South Wales Labor powerbroker Joe Tripodi is set to announce that he won't contest this March state election. Now he's the latest in a long line of Labor MPs to jump ship. Mr Tripodi was key in installing Labor's last three premiers. He's been in parliament since 1995.

Australia's Defence Force is facing a shortage of doctors, and this is affecting its overseas missions. An ABC online investigation has found that low morale is forcing many medical personnel out of the military. A reservist doctor says medical professionals are badly treated and poorly paid. The Australian Defence Force denies the charge, but it admits it's looking to recruit 200 health professionals.

A massive explosion has rocked Pakistan's biggest city Karachi, killing 20 people and injuring at least 100. Militants have tried to storm an anti-terrorist headquarters, exchanging gunfire with police. And then a truck laden with explosives was detonated, destroying the building and leaving a crater three metres deep.

After eight months of bidding and negotiations, Iraq finally has a government. Iraq's parliament has met for the first time since the election. And under the power-sharing deal, the Shiites' Nouri al-Maliki remains prime minister. The minority Kurds hang on to the presidency and the main Sunni faction gets the Speaker's job.

Thousands of passengers stranded on that cruise ship drifting off the Mexico coast have arrived back on dry land. The Carnival Splendor has docked in San Diego. The ship had lost power after a fire and had to be towed back to shore.

And film producer Dino De Laurentiis has died in Los Angeles. He was 91. De Laurentiis produced more than 500 films in his career, including Serpico which starred Al Pacino in '73,(1973) Flash Gordon and Dune. He was nominated for an Oscar 38 times and he won for La Strada in 1956.

In business:

Ireland's government has indicated it doesn't need help from Europe with its latest financial crisis. The European Union yesterday said it would support the country as the bond markets hit new highs. But the Irish finance minister says his country is fully funded until June next year.

Consumers in the US gained confidence in November for the first time in three months according to a new report. Yes, according to the Thomson Reuters/University of Michigan preliminary sentiment index, it rose to 69.3.

And oil company Shell could establish the world's first floating liquefied natural gas processing plant off WA. The Federal Government's given the thumbs up to the Prelude project about 500 kilometres north of Broome.

And to the market numbers now, US stocks are down after five straight weekly gains as commodity and energy shares took a beating. The FT100 also lost ground with Ireland's debt problems weighing on investors.  Yesterday, Australian shares closed down as investors worried about the state of Ireland's public finances and the possibility of a rate rise in China. And in Asia, Japan's Nikkei fell 1.4 per cent.

Freed Burmese Opposition leader Aung San Suu Kyi has offered an olive branch to the country’s military junta. She says she’s willing to talk to the regimeabout ways to establish democracy in the country. She says she also wants to speak to western leaders about reducing sanctions that have been applied to Burma.

A new report says making teachers more effective would achieve better results than reducing class sizes, as Michael just mentioned. That report by the Grattan Institute says increasing teachers’ effectiveness by just 10 per cent would make Australia’s education system one of the best in the world. It says it would also improve productivity, potentially lifting economic growth by $19 million by 2050.

That latest OECD report on Australia is a mixed bag for the Gillard government. It says the planned mining tax should be reworked, because the rate is too low. It also questions the structure of the National Broadband Network, saying it could stifle competition. But the report does support pricing carbon as soon as possible.

The Greens’ chances of winning Lower House seats in this month’s Victorian state election have been dealt a serious blow. The Liberals have decided to direct preferences to Labor instead, significantly improving the LP’s chances of hanging on to some vulnerable inner-city seats.

And Somali pirates have freed a retired British couple who’ve been held hostage for more than a year. Paul and Rachel Chandler were kidnapped after their yacht was hijacked by pirates off the Seychelles in the Indian Ocean in October last year.

And Britain is in the grip of royal wedding fever. Prince William will marry his long-term girlfriend next year. A date is yet to be announced, but the bookies are already betting on an August wedding. The pair was engaged last month on holiday in Kenya.

An 18-year-old man will appear in court today charged with murdering three members of a family in the small South Australian town of Kapunda. The couple and their 16-year-old daughter were found stabbed to death in their home last week. The murder shocked the small community and a large crowd gathered outside the town’s police station last night to hear the news.

A senior EU official is warning the European Union could fall apart if it doesn’t solve its latest debt crisis. European finance ministers are meeting to discuss how to stop Ireland’s debt crisis from spreading. The European Council President Herman Van Rompuy says if countries don’t work together, the EU simply won’t survive.

The Federal Government will announce changes to its My School website today in a bid to stop schools being ranked. From December, there will be more national test results and financial details about the schools.

And two new reports show it’s taking longer to process asylum seekers. Greens MP Adam Bandt has forced Parliament to begin debating the issue of same sex marriage. He’s introduced a motion, calling on MPs to talk to their constituents about their views on gay marriage. Both major parties oppose same sex marriage and their leaders are refusing to allow a conscience vote.

Government ministers have been briefed on a business plan for the National Broadband Network. The NBN Company recently handed the plan to the Government,but departmental advice to be released today shows the company no longer supports some of its recommendations on design and pricing. Legislation to restructure Telstra ahead of the NBN rollout will move to the Senate today, after passing the lower house last night.

Detainees at Sydney’s Villawood Detention Centre are planning a hunger strike after a fellow inmate killed himself. A 41-year-old Iraqi man was found unconscious in his room early this morning. He was released to hospital where he was pronounced dead. It’s the second suicide at the centre in these many months.

South Australian police have been DNA testing young men in Kapunda (to) in an effort to solve a triple murder. A couple and their 16-year-old daughter were found stabbed to death in their home a week ago. A DNA sample of an unknown man has been found in the house.

Leading the news this morning:

Police in Colorado are waiting for the parents of Australian twins shot on a rifle range to arrive so they can identify them. One twin died, and the other is seriously injured, but police don't know which is which. Both were shot in the head at the same time. Police are still trying to work out what happened.

The Government and the Senate are at loggerheads over a business plan for the National Broadband Network. The Senate wants the plan released now before parliament breaks for the summer recess. But the Government is refusing. It says it's still working through the details and won't make it public until next month.

Parliament will vote on the Greens' gay marriage motion this morning. The motion calls on MPs to consult with their electorates about same-sex marriage. The Government has decided to support it and it's likely to get enough cross-bench support to pass.

Ireland is resisting European pressure to help bail it out of its financial woes. European finance ministers have met to discuss how to stop the crisis from spreading to other vulnerable countries like Spain and Portugal. Ireland insists it can sort the problem out itself.

And Germany is on security alert after a tip-off about an impending terrorist attack. Security at airports and train stations has been stepped up. The country's interior minister says he has evidence the terrorists are planning attacks for the end of the month.

Sweden is issuing an international arrest warrant for the Australian founder of Wikileaks. Julian Assange is facing allegations of rape. Prosecutors will seek the warrant after a court ruled he should be held for questioning. Mr Assange denies the allegations, saying they're part of a smear campaign to discredit his website.

Police in Namibia have found a suspected bomb about to be loaded onto a plane bound for Germany. The suspicious object with a detonator and running clock attached to it was found in luggage headed for an Air Berlin flight to Munich. Germany has stepped up security at airports and train stations after a tip-off about an imminent terrorist attack.

A Melbourne man faces court today, charged with stabbing his two-year-old daughter to death. The toddler's body was found in grassland in the city's north early yesterday morning. Police alleged he'd taken his daughter from his ex-partner's house, then phoned the girl's mother several times, threatening to kill the girl.

The Federal Government is announcing another round of water buybacks in the Murray-Darling Basin. The Government will spend $ 300 million to buy water licences in the southern part of the basin and the Lower Balonne region of Queensland.

And Hong Kong has issued a bird flu alert after recording its first case of the virus since 2003. A 59-year-old woman is in hospital in a serious condition. The woman recently returned from China. But officials say it's far too early to say just where she contracted the disease.

Ireland has moved a step closer to accepting an emergency bailout from European banks by admitting it needs help. The country's central bank says Ireland is willing to accept tens of billions of dollars in emergency loans to show markets it has the capacity to overcome its debt crisis. The comments follow talks between the International Monetary Fund, European banks and the Irish government. Negotiations on a bailout deal are expected to continue through the week.

Newspapers produced by Rupert Murdoch's News Corporation in Australia will no longer be available free on the Internet from next year. The chief executive of News Corp's digital arm, Richard Freudenstein, confirmed the move, but Mr Freudenstein said the Australian and tabloids like Sydney's Daily Telegraph and Melbourne's Herald Sun were unlikely to follow the lead of the London Times, which has put all its content behind a so-called paywall.

And to the market numbers: Australian shares ended the session yesterday slightly lower. The All Ords was down five points. The ASX200 finished 11 points lower. Elsewhere in the region, Japan's Nikkei was up, the Hang Seng down. On the commodities market, gold is trading higher, oil is steady. And a quick check of the currencies: the US dollar is at about 98.5 US cents, the yen 82.

Rescuers in New Zealand are still waiting to enter the Pike River coal mine where 29 men are trapped, including two Australians. It’s been almost three days since a gas explosion rocked the mine near Greymouth on the South Island. Officials say levels of dangerous gases are still too high for rescuers to go in.

Emergency department doctors say hospital overcrowding and bed shortages are costing Australian lives. A study of 76 emergency departments over one day in September found more than a third of all patients were waiting to be transferred to a ward. The Australasian College for Emergency Medicine findings will be presented at today’s annual Emergency Medicine conference in Canberra.

After winning a key concession from the Government on the National Broadband Network, the Greens say they’ll now support moves to split Telstra. The Government wanted the power to automatically privatise the NBN, but the Greens say they’ve now done a deal. That means Parliament would have to approve any plans to privatise the network.

The Prime Minister is out of step with the majority of Australians who support gay marriage, according to a new poll. The Nielsen poll shows 57 per cent of people support same sex marriage; thirty-seven per cent were either undecided or opposed to gay marriage.

And the Irish government is expected to make an official bailout request from the EU today. Finance Minister Brian Lenihan did not specify how much Ireland would ask for, but it’s expected to be in the tens of billions of dollars.
