6月11号递交的非CSL475于2010年2月3日免调准签,州担保希望还是挺大的,大家坚持住.

如果你已递交非CSL的州担保申请,新SOL对已递交职业没影响。见28新政
问题六:新技术移民职业清单适用于哪些人?
答:新的技术移民职业清单适用于所有2010年中期之后递交技术移民申请的人,除了那些在2010年2月8日那天:
持有临居(485类)签证的申请人;
或485签证申请正在审理中还未提出的临时或永久GSM签证的申请人,不过这些申请人必需在2012年12月31日前提出申请;
或其他GSM签证申请正在审理中的申请人。
问题十二:如果我在2010年4月递交技术移民申请,会受新技术移民职业清单的影响吗?
答:不会,新的技术移民职业清单要到2010年中期才生效。

在国外的论坛上看到:New applications will now have a harder time getting points so less will go into the higher CATs. Also, some agents are advising clients to wait till the new lists come out mid-2010 before applying. This is because there is a risk that they will not be on the new lists.
我觉得很有道理,说不定在新的财政年前,还会有一部分非CSL能准签。已经提交的,受新SOL的影响不大。

The Department is processing applications according to Ministerial Direction No. 42 - Order of consideration - certain Skilled Migration visas. The Department anticipates that a small number of State sponsored non-CSL applications will be finalised this program year. Finalisations will focus on applications where health and character checks have been requested by the case officer.

You will be contacted in due course about your appplication.

The Department of Immigration and Citizenship recognises that the time taken to process your application may be causing you and your family concern.

We are seeking to finalise your application as soon as possible. You will appreciate, however, that all non-citizens applying for visas to enter Australia are considered on their individual merits and against legal requirements set out in Australia's migration legislation.

Unfortunately, there is no set time for the processing of applications for skilled migration and therefore we are unable to provide you with a definitive timeframe for finalisation of your application.

You can be assured, however, that the Department of Immigration and Citizenship staff will do all they can to ensure that your application is finalised as quickly as possible.

我个人感觉这封回信虽然看似老套话,但好像还是留有余地的。

“We are seeking to finalise your application as soon as possible.”

“You can be assured, however, that the Department of Immigration and Citizenship staff will do all they can to ensure that your application is finalised as quickly as possible.”

至少他们是这样子说的,也没有把923再重新发一遍出来,所以个人感觉我们这一撮人最大的希望就是在七月前的这几个月了。如果到了七月,恐怕就要开始无了期地等待了,希望不大。

任何话只要加了个后缀 as soon as possible / as quickly as possible,就别太当真了!移民部很会说漂亮话的!

我给Points Test 的建议,移民部今天回信了,

这是我第三次给移民部写信了!

同以往一样,回复的还是套话,全文如下:

Thank you for your contribution to the Review of the GSM Points Test.  Your
comments on the Discussion Paper and suggestions for the GSM Points Test
have been noted and will be considered as part of the Review.

在目前政策下,我个人已经尽了最大努力。成事在天了。

-----这一撮人最大的希望就是在七月前的这几个月了。如果到了七月,恐怕就要开始无了期地等待了,希望不大。-----------基本同意你的看法。

Dear Ms...

Thank you for your correspondence that was received on 23 February 2010.

Our Independent Skilled Migration Policy section has provided the following response in relation to your feedback regarding the recent changes to Skilled Migration Program.

The Australian Government is aware that the priority processing Direction impacts on many applicants who will now have to wait longer for their visas to be processed.  However, the Government must also take into account the effect of the difficult labour market conditions which migrants, Australian permanent residents and citizens currently face.  The priority processing Direction has been designed to ensure that the economy gets the skills it needs now, rather than those of visa applicants who applied first.  

The new Ministerial Direction on priority processing applies to all GSM applications including those in the final stages of processing.  Case officers must adhere to this Direction.  Priority processing is an administrative arrangement, and impacts on the order in which applications are considered.  It is not retrospective legislation as it does not change the criteria for the grant of a GSM visa.  Departmental officers must follow this Ministerial direction, which applies to both new applications and those applications awaiting a decision.

The Australian Government appreciates that migration is a major life decision and can be emotionally and financially stressful for applicants.  Applicants are advised when they apply for a visa that there is no guarantee of a visa being granted.  For this reason, the Department consistently provides information to applicants recommending they do not make any irreversible arrangements before being advised formally that their visa applications have been approved.  This includes selling their property, resigning from current employment, purchasing travel tickets or booking airline flights, particularly in circumstances where it is a visa requirement that the applicant be offshore at the time of approval.

他们给你的回复还比较有模有样儿, 相比之下, 给我的三个回信全都是官腔官调,妈的 不好意思说了句粗话.   但他们的回信也基本是废话, 谁会在准签前辞职/卖房子出售财产/买机票...? 傻啊!      但他们的确从不考虑我们因为长久等待而不得不拖延的许多生活计划而带来的痛苦

不满新的审理顺序,发了complaints信

Thank you for your inquiry of 21July 2010 concerning the delays in processing GSM visa applications.

The Australian Government is aware that the priority processing Direction impacts on many applicants who will now have to wait longer for their visas to be processed.

As you are aware, on 8 February 2010 a range of changes to the General Skilled Migration (GSM) Program were implemented to ensure Australia’s Migration Program is better targeted and more responsive to industry needs. As the demand for GSM visas currently exceeds the number of places available, priority processing arrangements were introduced to ensure Australia gets the skills it needs now, rather than those of applicants who may have applied first.

Under the current processing arrangements, priority is afforded to applications from people who are sponsored by an employer, followed by applicants who have been nominated by State/Territory Government agency under a State Migration Plan.

I note that you have applied for a sponsored GSM visa and seek advice on when your visa might be processed under the current priority processing arrangements.

Whilst I am unable to give you a definitive answer on when your GSM visa may be processed, you may wish to consider your options under one of the permanent employer sponsored visa categories - the Employer Nomination Scheme (ENS) or the Regional Sponsored Migration Scheme (RSMS). In order to be eligible for either program, you would need to have pre-arranged employment in Australia and your proposed employer would need to nominate you for a full-time position for at least two or three years, depending on the visa you are applying for.

The RSMS is one of several government initiatives designed to attract migrants to regional and less populated areas of Australia. The scheme covers all of Australia except Sydney, Newcastle, Wollongong, Melbourne, Brisbane, the Gold Coast, and Perth.

Applicants for ENS and RSMS should usually be less than 45 years of age, and meet the skill and English language requirements for the visa they are applying for. These requirements may, however, be waived if you can demonstrate that exceptional circumstances apply to your case.

Please note that as an applicant for a State Sponsored GSM visa, you may not be required to pay a visa application charge fee for an ENS or RSMS visa application.

Further information on this visa is available on the Department of Immigration and Citizenship’s website at: www.immi.gov.au/skilled/skilled-workers/

It may also interest you to know that State Migration Plans (Plans) are being developed to provide State and Territory Governments with access to a broader range of occupations than those available to independent skilled migrants through the Skilled Occupation List. This allows States and Territories to address specific skills shortages within their jurisdiction.

While Plans are still being developed and are yet to be agreed, if a State or Territory Government includes your nominated occupation in their Plan your visa application may be eligible for nomination. Nomination by a State Government agency for an occupation on the Plan will result in the second highest priority processing.

非CSL州担保之一的wolf终于得到签证了,虽然他最后还是175,我们别失去希望,恭喜他同时,也希望咱们受923影响的 475、176的筒子们赶紧准了
