I think this article is quite reasonable from point view of management. If there is a new finding that raises the concerns, there should have a defined way to manage it.
And the direct reason might be some new findings that happened on lab mouses not human beings.

The only reason why France and other government activated this clause based on a research that were disagreed by other more credible institutes, that I could image is, politics, but no more.
