版上许多移友希望登陆后先读书，但又对学费政策不是很了解。
正好本人最近也在申请学校，收集了一些情况，希望能与大家分享。
由于我是在offshore申请，没有实战经验，如与实际情况有出入，还望大家及时帮助更正。

定义1：Local student:For study within Australia, if you hold Australian citizenship, Australian permanent residency or New Zealand citizenship you are considered to be a local student

定义2：International student:For study within Australia, if you don't hold Australian citizenship, Australian permanent residency or New Zealand
citizenship, you are considered to be an International student.

定义3：International full-fee:顾名思义，国际学生费用，针对International student

定义4：Local full-fee/Domestic full-fee：本地学生全额费用，针对Local student

定义5：Commonwealth supported place (CSP)：联邦政府资助课程，只需付contribute费用，针对Local student
contribute费用分为不同的级别，每年都不同（以UNSW2007为例）
Band 1
(humanities, behavioural science, social studies, foreign languages, visual and performing arts)

定义6：Postgraduate Equity Commonwealth Supported Places：研究生联邦政府公平资助计划，只需付contribute费用,费用同CSP，针对Local student
如果你满足以下条件，你可以申请Postgraduate Equity Commonwealth Supported Places
Applicants should be from at least one of the six targeted equity groups that are traditionally recognised as being disadvantaged in their access to education:
People from socio-economically disadvantaged backgrounds
People with an ongoing disability
People from non-English speaking backgrounds (NESB)
People living in a rural and isolated area in Australia
Aboriginal or Torres Strait Islander people
Women in non-traditional fields of study

定义7：HECS-HELP：针对CSP的贷款，针对Citizen

定义8：FEE-HELP：针对Local全额学费的贷款，针对Citizen

定义9：RTS，针对Local student:The Research Training Scheme (RTS), introduced in 2001, provides Commonwealth-funded higher degree by research (HDR) students with an 'entitlement' to exemption from tuition fees for the duration of an accredited HDR course, up to a maximum period of four years' full-time equivalent study for a Doctorate by research and two years' full-time equivalent study for a Masters by research.

好了，开始正题：

1.如果你是PR,你享受所有针对Local的政策。但要注意，HECS-HELP和FEE-HELP是贷款，他只针对citizen，PR是没有这个福利的。

2.如果你要读bachelor,恭喜你，绝大部分bachelor专业本身就是CSP专业，你只需付contribute部分。从上表可以看出，3998~8333（以2007，UNSW为例），而international fee一般都要20000多。这就是大家所说的便宜2/3的由来。

3.如果你要读master by coursework，那么你就要看你的专业是否属于CSP专业。你可以通过学校网站或者email了解。
如果属于CSP专业，那么恭喜你，你也只需要3998~8333/year（以2007，UNSW为例）
如果不属于CSP专业，那么你就必须付Local Fee。Local Fee会比International Fee便宜一些，但不会太多，大概就便宜一两千。但是如果你符合Postgraduate Equity Commonwealth Supported Places申请条件，你将有机会获得政府资助。但是我不知道是否每个学校都有这个政策以及成功率如何。但起码UNSW和RMIT网站上都有介绍这个政策。

4.如果你要读master by research或者PhD，那么RTS政策会免掉你的所有学费。

以上为我目前所了解的情况。如果与实际情况出入，还请大家及时帮忙更正，以免误导后来人。

Commonwealth supported students
Only students who are either:
a) Australian citizens;
b) New Zealand citizens; or
c) hold an Australian Permanent Resident Visa,
are eligible to apply for a Commonwealth supported place.

Domestic full-fee students
Only students who are either:
a) Australian citizens;
b) New Zealand citizens; or
c) hold an Australian Permanent Resident Visa,
are eligible to apply for a domestic fee-paying place.

International students
A student is considered to be an international student if they are not an Australian or New Zealand citizen, and do not hold an Australian Permanent Resident Visa.

里面明确提到Australian citizens or holders of a Permanent Humanitarian Visa can choose （not pr）才能享受该优惠。否则就只能选择domestic fee-paying place

有知道详情的筒子说说我们PR是否能享受这个优惠吗？

Most of the students who study at the University of Sydney are Commonwealth supported. These students have most of the cost of their education paid by the government but must also contribute towards this cost themselves. Each student has a seven year full time period during which they can remain commonwealth supported. This seven year period is called their “learning entitlement”.

Some courses are more expensive to teach than others, so the amount students contribute depends on the courses and subjects students choose to study.

The table below outlines how much students enrolling for the first time at the University of Sydney in 2008 will have to contribute. In this table, areas of study have been split into four bands, the amount students pay depends on the banding of the subjects in which they enrol. Remember, in some degrees such as science, arts and economics the range of subjects offered can cross a number of bands, so the exact contribution will depend on the subjects chosen.

Commonwealth supported students who are Australian citizens or holders of a Permanent Humanitarian Visa can choose to pay their contributions upfront or to obtain a HECS-HELP loan from the Commonwealth. A HECS-HELP loan is repaid through the tax system once the student is working and their income reaches a threshold (currently $38,150). Students who choose to pay their student contribution upfront receive a 20 per cent discount. The student’s contribution is calculated twice a year (before each semester).

Students who do not receive an offer for a Commonwealth supported place in the course they are interested in, can apply for a domestic fee-paying place. UAI cut-offs tend to be slightly lower than for Commonwealth supported places. At the University of Sydney we tie the minimum cut-off for domestic fee-paying places in each course a to five UAI points below the cut-off for Commonwealth supported places for that course.

pr不享受loan优惠,loan只针对citizen或者难民永久签证
但享受loan以外的优惠，包括domestic fee and CSP

其实大学排名是件很无聊的事，不过为了让大家对澳洲大学大体上有个了解，我还是引用了星级排名来给大家介绍。还增加了各个大学的网址，如果大家对其中的大学有兴趣可以直接点击，省去搜索的麻烦。
网上介绍澳洲有38所大学，不过找着找着就找到39所了

奖学金介绍

澳州大学的奖学金种类繁多，分别针对undergraduate,postgraduate by coursework,postgraduate by reasearch/PhD
如果大家对这块有兴趣，可以到各个大学的网站上查询信息。一般主页上就由scholarship链接，有的是要从future students进去才可以看到scholarship链接。

有哪些奖学金呢？
澳洲主要针对研究性、学术优异或者有困难的人提供奖学金。所以一般都要成绩好，申请奖学金的机会才比较大。

undergraduate不是我们申请的重点，虽有大家如果有兴趣可以直接上网站搜索。

postgraduate by coursework的奖学金就少得可怜，不过如果认真找还是能找得到，大家也可以直接上相关网站搜索。

postgraduate by research/PhD才是奖学金的大头。由于PR免学费，所以会拿到差不多20K左右的免税生活费，如果好的话，还能加上3000~10000的top-up，但最高只能31K，超过了就要交税，所以都不会超过的。当然master申请奖学金的难度要大于PhD。
奖学金主要包括联邦政府设立的APA，企业出钱的APAI，学校设立的UPA（各个学校的叫法也不一样），院系/项目自己出钱的奖学金等等
APA(Australian Postgraduate Awards)是联邦政府提供给local student的一种奖学金。全国每年有1550个名额，分布在各个大学。（相对应的international student拿到的是IPRS，全国每年只有330个名额。所以PR的机会比非PR大了很多）
APAI(Australian Postgraduate Awards Industry)，它是企业出钱资助的奖学金，钱一般比APA多，24-28K/yr. 但拿这个奖学金是要为企业干活的(也就是做project)。
UPA/院系/项目出钱才是大头哈。如果你拿不到以上奖学金，那么如果可以找到老师愿意资助你，也可以得到一份奖学金。（超过2／3的中国留学生拿到的都是这个奖学金，这个数据对我们PR也是有参考意义的）

申请奖学金要什么条件呢？
1.本科成绩，至少要达到H1或者H2A的水平。 H1 (80-100%) , H2A (75-79%) grade in the relevant honours or Masters degree.
2.发表过paper
3.相关的研究工作经历

要什么时候申请呢？
APA/UPA一年只评定一次，大概在每年9月底或者10月底截止，具体要求建学校网站
APAI/院系/项目奖一般没有截止日期，但是不排除个别有特殊要求。

具体的学校、专业还需要大家自己到学校网页上查询。澳洲有38所大学，每所大学有成百上千个专业，如果我能都弄懂，估计我都可以干这行了

Meeting the citizenship and residency requirements

These requirements are that you must be:

an Australian citizen1; or
a New Zealand citizen who will be resident in Australia for the duration of your unit2; or
the holder of a permanent visa who will be resident in Australia for the duration of your unit2.

1A person does not meet the Australian citizenship requirements for access to Commonwealth assistance until the person is an Australian citizen. That is, the person must have taken the Australian Citizenship Pledge and be in possession of their Certificate of Australian Citizenship. The only exception to this is for pre-2005 HECS students (See Information for pre-2005 HECS students). Pre-2005 HECS students can be taken to have met the Australian citizenship requirements if they have had their application for Australian citizenship approved by the Minister for Citizenship and Multicultural Affairs.

2In determining whether you are resident in Australia for the duration of the unit, any period of residence outside Australia will be disregarded if it:
a) cannot reasonably be regarded as indicating an intention to reside outside Australia for the duration of the unit; or
