get Tax Claim Form from any post office or news agent. Fill the form and return to Taxation office. or

没看明白得你的问题，7月退税有3000余元的税款是什么意思？所谓第一年工作的税款是基本上全退的说法是因为很多人都是财年末未来的，到财年结束的时候收入没有超过tax free shreshhold，所以才能全退回来，
