这应是一个虚拟语气的句式 我也凑个热闹再给多点上下文 会容易理解些

that 下面有两层意思 explore roads, conque wonders
they had waited untill....把 had 提前 是强调的加强语气 1）正如 yping88 所说， 整句是描述与事实不一样的虚拟语句，所以用 would和一律 过去时态的种种，如 understood, would, had waited, had ...
2)被动， 被动，被动很多，再加上虚拟，以及完成时态 ， 就成了would have been there , had been texted, have been approved, had been empowered ... 谢谢各位的解释，由于原文内容太多了，所以不方便贴上来。
结合原文理解，我感觉yping88同学的解释比较接近，只是不明白，because they waited 为什么要这么翻译（如果他们等到），这里明明用的是because啊。

总结ls诸位老师的话，学生我尝试着解释一下哈：如果按虚拟语气，原文这样倒置可能更容易理解 -(It is) too late they understood that the roads would have been theirs to explore, and the wonders beyond theirs to conquer, (if) they had (not) waited until they had been tested, approved and empowered.
次序的颠倒及个别单词的省略完全是用法上的习惯问题，上纲上线到语法请参照老师们的指示:handshake

一提语法我就昏了，差点儿把自己绕进去，已经改了。。。:funk:翻译成中文可能是这样，。。。
