请教关于配偶加分的问题

1.documents that prove your partner has at least competent English
这句话的意思，是不是配偶的雅思也得得到4个6啊？

2.You cannot receive these points if your partner is not included on your visa application, or if they are an Australian citizen or an Australian permanent resident.
这句话的意思，是不是配偶也必须得申请技术移民签证，才会有配偶加分啊？

是说他也要包含在你这个case里面，另外已经是澳洲公民或者是澳洲永居的是没有分的。
