4. DOCUMENTS REQUIRED
Certified Documents
All documents must be certified copies of originals.
A document is a certified copy when the original document is photo copied or scanned and is signed by
a person authorised to certify documents.
A stamp is required on the certified copy to signify that it is a true copy of the original document.
The following information is required on each page of the certified copy:
The words “Certified True Copy of the Original”.
The signature of the certifying person.
The name, date and provider or registration number or designation (eg: Police Officer) of the certifying person.
Within Australia documents can be certified by:
a registered migration agent
a justice of the peace or a bail justice
an Australian lawyer
a member of the police force
a sheriff or a deputy sheriff
a councillor of a municipality
a senior officer of a council
a medical practitioner
a dentist
a veterinary practitioner
a pharmacist
a principal in the teaching service
a manager of an authorised deposit-taking institution
a member of the Institute of Chartered Accountants in Australia or the Australian Society of Accountants or the National Institute of Accountants
a secretary of a building society
a minister of religion authorised to celebrate marriages
a public notary
a member or former member of either House of the Parliament of the Commonwealth.
Documents Certified Outside Australia must be certified by an equivalent of the above authorised list within the country of origin.
Legal professionals and embassy officials can provide further information regarding certifying documents outside Australia.
The ACS is unable to accept documents if the identity of the certifying officer is unclear or the contact
details are illegible
结合之前有同学找国内注册医生(有医师执业资格证)作资料公证被ACS承认,可以确认,国内的医生/律师等专业人士,可提供间接公证(仅证明复印件与原件一致)。

Who can certify documents?
In Australia, the following people are authorised to certify documents:
Health professions: Chiropractor, Dentist, Medical practitioner, Nurse,
Optometrist, Pharmacist, Physiotherapist, Psychologist

Legal professions: Legal practitioner, Patent attorney, Trade marks attorney
Court positions: Bailiff, Justice of the Peace, Judge, Magistrate, Registrar, or
Deputy Registrar, Clerk, Master of a court, CEO of a Commonwealth court
Commissioner for Affidavits, or Commissioner for Declarations (dependent on
jurisdictions)
Government representatives (elected): Federal, State or Territory or Local
Public servants: Federal, State or Territory or Local – employed for five years or
more.
Permanent employees of the Australian Health Practitioner Regulation Agency
Bank officer, building society officer, credit union officer, finance company officer –
employed for five years or more
Veterinary surgeon
Accountant (member of ICA, ASA, NIA or CPA, ATMA, NTAA)
Minister of religion, or marriage celebrant
Member of:
oChartered Secretaries Australia
oEngineers Australia, other than at the grade of student
oAustralian Defence Force (an officer; ora non-commissioned officer with
5+ years of continuous service; a warrant officer)
oAustralasian Institute of Mining and Metallurgy
Notary public
Holder of a statutory office not specified in another item in this Part
Police officer
Sheriff or Sheriff’s officer
Teacher (full-time) at a school or tertiary education institution
Outside Australia, the following people are authorised to certify documents:
Justice of the Peace
Notary public
Australian Consular Officer or Australian Diplomatic Officer (within the meaning of
the Consular Fees Act 1955)
Employee of the Commonwealth or the Australian Trade Commission who works
outside Australia.

What do the above authorised officers need to do to certify your documents?
An Authorised Officer should do the following in the presence of the applicant:
Certify that each document is a true copy of the original.
Certify that the photograph on the photographic documentation (e.g. licence or
passport is a true likeness of the applicant.
Witness the signature of the applicant.
由上可见,不同的机构对合资格公证者的认定可能会有不同的要求。
现在问题是,NSW的州担保对合资格公证者的要求,至今我仍未找到官方说明。已经两次去信 bizmigration.enquiries@business.nsw.gov.au(26Jan,30Jan),但一直无人答复。
最后,请不要误认为这种不断明确合资格公证者的做法(具体来说,就是避开官方机构,如公证处,而私下找合资格人士做间接公证)是为了“省钱”,“钻牛角尖”或“有猫腻”。在移民的事情上,没有人会省那么一千几百的找自己来折腾。
而这种间接公证,也做不了什么手脚,或者说,做手脚也意义不大。对DIAC而言,一部分重要资料才需要直接公证,而另一部分资料相对来说不用那么严格,做间接公证就足够了。
