真可以申请VAC2退费么？

今天收到前任代理给的一个链接，说是有关VAC2退费的。看了半天也没有研究出来。按说也没有出台新政策说以后递交申请就不用交附申请培训费了，怎么就能允许老申请退费呢？不明白。希望有专业人士帮忙给看看。

这些说的都是VAC 不是VAC2，VAC指的是visa的申请费，针对拿visa无望的人说的。楼主你拿到了visa，没有希望退付申请的语言费了

-Allowing for a full refund of the second Visa Application Charge where an applicant has not commenced an English Language course to which they are entitled under the Immigration (Education) Act 1971;

按我理解，应该可以申请退语言费的，这里说的就是语言费（语言费是在申请预通过后才要求交的），只要还没开始上课，就可以退。

中介给解释了，那个客户是退得concessional fee  也就是单项不足6分时  交的语言费  不是配偶语言费。详见DIAC回复邮件：
Thank you for your email sent to the Adelaide Skilled Processing Centre on
the 29th October 2009. I am responding as the Manager of Team 7 in the ASPC
who finalised your visa application in May 2009. I apologise in the delay in
progressing your refund request.

To request a refund you will need to provide a signed letter from the payer
of the Visa Application Charge requesting that a refund be considered. The
letter needs to include:-
- the payers current postal address
- an overview of why a refund is required
- the payers signature at the bottom

The payer of the Visa Application Charge is ***（人名）

Once this letter is received, I will submit a refund request for
consideration by the delegate and then the process will take approximately
8 weeks.

就是说，是主申请单项不足6分，平均分5.5分政策申请时的费用么？如果不去上可以退还？需要足够的理由么？

我没交这个费用，不太了解，建议具体还是问一问DIAC吧。
