Commonwealth supported students fall into two categories:
×Australian citizens and holders of a permanent humanitarian visa are eligible for Government loans - called HECS-HELP (formerly HECS). These students do not have to pay their student contributions amounts up-front - they can defer payment of their student contributions and only begin repaying their loans when their income reaches $39,825 per annum for 2008. However, if these students elect to pay up-front to the University on or before the census date, they will receive a 20% discount.
×New Zealand citizens and holders of a permanent non-humanitarian visa have to pay their student contribution amounts up-front and do not qualify for HECS-HELP loans or discounts for up-front payments.
Meeting the citizenship and residency requirements
These requirements are that you must be:
an Australian citizen1; or
a New Zealand citizen who will be resident in Australia for the duration of your unit2; or the holder of a permanent visa who will be resident in Australia for the duration of your unit2.
1A person does not meet the Australian citizenship requirements for access to Commonwealth assistance until the person is an Australian citizen. That is, the person must have taken the Australian Citizenship Pledge and be in possession of their Certificate of Australian Citizenship. The only exception to this is for pre-2005 HECS students (See Information for pre-2005 HECS students). Pre-2005 HECS students can be taken to have met the Australian citizenship requirements if they have had their application for Australian citizenship approved by the Minister for Citizenship and Multicultural Affairs.
2In determining whether you are resident in Australia for the duration of the unit, any period of residence outside Australia will be disregarded if it:
a) cannot reasonably be regarded as indicating an intention to reside outside Australia for the duration of the unit; or
b) is required for the purpose of completing a requirement of that unit.
