Hi, can someone please advise, where to lodge VISA 676 application in China (for my father-in-law visiting)?

He is from LiaoNing, I thought the application should be Beijing, but I heard it should send to ShangHai, I am confused... Has anyone applied VISA 676 recently?

Sorry... can't type Chinese on this computer.
