Why the CPU usage up to 20%?

I recently noticed a weird phenomenon: the cpu usage is always about 20% for each core under Ubuntu 9.10. even there's no application active.

but if I start with windows xp, the cpu usage will be under 5% for the most time.

anybody knows why? I'm really confused.

Sorry I lost my Chinese input when I upgrade to Ubuntu 9.10.

我用8.04, 应该9.04也有吧，system monitor，在system--》adminitration下的，看看是哪个进程占用cpu多点？

可以这么理解

由于Linux的CPU管理比较出色，CPU更长时间的在低频运行，所以显得利用率比较高

开了mysql和PHP了吧，有流量就会有CPU占用。
