why google cdn is very slow access from sydney

I setup a amazon aws ec2 ubuntu micro server(free) host region is sydney australia and run beego web framework for learning purpose.

I am using google cdn for jquery, angularjs files.

I found my request takes around 38ms access from sydney

google cdn request takes around 371ms to 922ms.

Why does not google put some cdn server in Australia? Does this harm customer in Australia?

BTW, just 1g ram for micro aws server, the speed is quite fast. I am running i7 4770k with 32g ram at home, the request takes around less than 1ms for local browsing on the same pc. for micro aws server takes around 37ms. That is very good for commercial use.
