【ACS】ACS在5月新result格式变化以来终于在昨天官网特意更新说明了这个变化：

不过大意都在围绕ACS自己怎么定义skilled employment，说这个‘after Date'是满足了ACS对于Skilled employment的定义要求，只有该日期以后的工作经验才被认为是Skilled employment，ACS只字未提这个会如何影响你在EOI里面claim分数，也就是说DIAC对于一个提交ACS新Result letter格式的申请人 DIAC如何看待认可计算你的工作经验如果你不按照ACS说的skilled employment来claim工作经验，DIAC会不会给你判定overClaim甚至拒签 DIAC的态度目前还是不明朗

ACS Skill Assessment Result Letters

All ACS Skill Assessment Result Letters report on a date (mm/yy) of when an applicant becomes ‘skilled’.
This date will be when the applicant meets the ACS Requirements, these requirements are detailed in the Summary of Criteria
Please note, only employment completed after the date the applicant has met the ACS requirements will be counted as skilled employment.

个人分析：
不少人联系ACS，ACS给他们答复说Result letter格式的变化实际上是DIAC暗中让ACS做的，但是DIAC自己的官网却没有任何相关的政策变动和说明。
估测，只是估测，仅供参考，比较有可能的是即将到来的7.1新政和配额，会稍微收紧IT的关口，DIAC只要稍微出台一下说只承认Skilled employment才能claim为工作经验分，那么结合ACS的新result letter，大却大部分的IT申请人至少会工作经验砍掉2年或者以上。 ACS的result letter对于DIAC来说只是一个意见，具体还是要看DIAC怎么弄，他们才是生死判官。

的确不乐观，ACS的这个已经明确表明了，只有这个日期后的工作经验，会被移民局claim分数。但是移民局还是没有相关调整出来，太矛盾了。

你说对了，但是移民局对于怎样认定skilled，是要参照职业描述的门槛的。
至今为止，移民局描述的，计算机行业的职业的门槛基本还是本科及以上学历，并没有附加两年，所以矛盾在这里！描述里只有模糊地说，In some instances relevant experience and/or on-the-job training may be required in addition to the formal qualification (ANZSCO Skill Level 1)。至于是哪些情况下要求，没有说清，的确是让人非常confused.

是的但是DIAC没说会严格按照ACS的标准来定Skill level DIAC只是参考ACS作为意见
DIAC自己对skill level 目前看来是你紧密相关学位后工作经验都算 DIAC自己官网上有说明

我专门致电过ACS，ACS说是移民局强迫他们改的。

奇怪的是其他专业的怎么不用扣减2年，比如你朋友是电气工程师，他一开始工作就可以算入工作经验，大家一样工作8年，结果电气工程师算8年，你IT只算6年，平白无故少了分数，太恶心了点吧

其他专业申请者少，配额都用不完。。软件申请者多，配额不够。。

你说对了，但是移民局对于怎样认定skilled，是要参照职业描述的门槛的。

SKILL LEVEL不够，用VENDOR CERT补也好还是用5年补也好，是SKILL LEVEL的要求。现在ACS改了，说达到summary of criteria以后才算SKILLED，是SKILLED EMPLOYMENT的要求。这两个要求应该是AND的关系，不是OR。

22.1 When is an applicant skilled
Skilled on basis of educational qualifications
An applicant is taken to be capable of undertaking work at a skilled level only after they have met the entry level requirements for that occupation.

过度的猜测解读只是在满足心理上的不愿接受现实,希望还能挽回.
现实是,口子已经收紧了或者为收紧做准备,就这么简单.

FUCK,我TMD也要被减2年,不如转会计去了.....

所以目前很不乐观。

通过on-the-job training来获得skilled，也可以是属于前面说的'some instances'。另外好像也是特别针对于那些通过RPL方式职业评估的应征者。也就是下列二种情况申请人：
1）RPL申请人 - 就是说申请人的学历学位可能不是ICT major或者没有Formal qualification，通过其他方式来代替的
2) 在'Some instances'范畴里的申请人 - 这部分人可能拥有Formal qualification，但是还是被要求‘relevant experience’ and/or ‘on-the-job training’，不过应该属于个案申请人，不是所有群体

总结：
目前来看似乎这些skilled employment可能更多是针对一些非ICT major Formal qualification的申请人或者RPL申请人，要么是对非群体的特别个案under 'some instances'.
这些还都是些个人理解和解读具体还是看DIAC官方是否有7.1.2013新政措施或者明白的官方说明。

目前最大的毛病就是第二条，还有什么是adequate的标准。DIAC如果认为ABS, ANZSCO不adequate，也是他一句话说了算的事，他可以直接REF ACS的年限。和OJT还没什么太大关系。22条款下，一共有2个条件，第一个是学历和学历的补充。这个好说。但是第二条是活的。结合目前ACS的表现。来者不善。这就是我为什么说，DIAC可以不发布新消息就能直接扣。

当然不扣大家都HAPPY，如果71 DIAC不出新消息，只能看随后的申请人结果了。

ACS减掉2年的话，我只有4年工作经验了，唉，只能拼4个7啊。。。。

问题是diac不说清楚，我们不知道claim多少分啊？多算2年到时被拒会不会留污点啊。
个人估计1／7之前diac应该会给个解释。

不过居然是移民局要求加的，肯定不是好事，他们肯定有什么注意了：比如申请人太多马上执行，申请人少先观察等等。

申请人总要吃亏的，这就像为啥有的时候很多东西要参考什么最高法的对XXX问题的若干司法解释一样。他出台的政策，他都可以告诉你，但是怎么解读怎么应用，他们说了算。

申请人确实是被动。DIAC可以说，这个政策我已经出台过了。言外之意就是咱们没有解读好。到头来皮球照样踢回来。

目前既有拒签案例也有成功案例所以很难一刀切说是什么样的结果
每个审签的CO风格也不同如果是对口本科学位+对口工作经验那么提供越多的工作经验证明 CO还是有可能全认的但是无法保证每个人都是这样只是说明两种可能性都是客观存在的

必需的是：
1.HR employment Reference 就是公司人事开得盖章在职证明或者工作证明或者离职证明公司title纸含公司地址联系方式信息
2.Reference letter 可以是推荐人，比如你的经理或者你的高级同事签名带详细联系方式的推荐信
3.有效的positive/suitable职业评估报告
辅助的是：
税单/工资单/银行流水/社保/养老/住房公积金等等证明材料
