Schooling in New South Wales (NSW) is divided into Primary School (Kindergarten to Year 6) and Secondary School (Year 7 to Year 12).
Children begin primary school in the year of their fifth birthday as long as the birthday falls on or before 31 July of that year. Some private schools prefer the child to have turned five before March or April.
The school year begins in late January and is divided into four terms of nine to twelve weeks, with approximately two weeks holiday between each term. The summer or Christmas holidays begin in mid December and continue for approximately 6 weeks. Holiday time may be longer for private schools.
School hours in New South Wales are from approximately 9:00 am to 3:30 pm. Monday to Friday. School uniforms are compulsory at most schools in NSW. All schools offer extra-curricular activities, such as sport, music and performing arts.
The Public Health Act (1994) states that all children who enter preschool or kindergarten must produce proof of immunisation. You will need to have these papers available when enrolling your child (exceptions may be considered).
Students may be eligible for free travel on rail, bus and ferry services to and from home and school depending on the age of the child and the distance to be covered. The school will provide an application form.

Public or Government Schools: The public or state government schools are run by the NSW Department of Education and Training and funded through the NSW state government.
An annual voluntary school contribution ranging from $250 - $500 is requested by government schools to supply the school with extra equipment and amenities.
Primary schools are co-educational and are usually on separate sites to secondary schools. Secondary schools may be co-educational or single sex depending on the area in which you live.
To gain admission to government schools, you need to live within the boundaries of that school. Information is available from the Department of Education and Training or the local school. If you wish your child to attend a school outside your area, an application may be made to that school and subject to availability, your child may be accepted.
There are selective government schools which cater for gifted and talented students. There are also a number of specialist secondary schools which focus on sports, performing arts, agriculture or technology. The Department of Education and Training can provide detailed information on the location and enrolment criteria. To gain admission to these schools, children need to pass an examination or assessment and be permanent residents or citizens.

Enrolment of Temporary Visa Holders
Fees: Students who enrol in NSW government schools are required to pay an annual Temporary Visa Holders Education Fee. Fees are set at AU$4,500 per annum, per child at Primary level and AU$5,500 for secondary. In addition, an application fee of AU$110 applied for each student application. Payments can be made only by credit card, bank cheque or money orders. These fees do not include school contributions, uniform or excursions costs.
Enrolment Procedure: Students with temporary visas should discuss their enrolment with their local government school. The school should be able to provide an application for enrolment form or this can be downloaded from www.schools.nsw.edu.au and follow links for temporary visa holder.
Completion of the enrolment form will require the school principal to sight:
- The Residential Tenancy Agreement (to prove a local address)
- Student's passport and visa
- Student's immunization documents and if over age of 16 years, a chest X-ray
- The Principal will then sign the form

Private Schools: Private Schools are run independently by a Board of Governors or Managers. To enrol in a private school an application form must be completed and a deposit paid. Children are booked into these schools in advance at an early age and it can be difficult to gain a place in certain year groups.
Some private schools are selective and an entry examination or assessment may be required.
Fees at these schools are high ranging from $6,000 to $18,000 per annum. Most offer good on-site facilities and student teacher ratios. Boarding facilities are available at selected private schools at an additional fee.
Sporting fixtures between schools take place on Saturdays.
Catholic Schools: In New South Wales the Catholic Education Office administers Catholic schools in each diocese. These schools are designed to serve the Catholic community although a percentage of non-Catholics are accepted.
Catholic primary schools are co-educational and are located throughout Sydney. Children usually attend their local Catholic primary school.
Secondary schools are either co-educational or single sex. Students and parents may choose the secondary school and are not restricted by area.
Fees are charged to attend Catholic schools, ranging from $800 to $1500 per annum.

Driving Licences
The Roads and Traffic Authority (RTA) provide a Motor Traffic Handbook with full details of the road rules in NSW. This can be downloaded from their website: www.rta.nsw.gov.au
Permanent Resident: visa holders must obtain a NSW driver's licence within three months. Once this time has lapsed, should you fail the driving test, you will be issued with only a Learners Permit and the restrictions pertaining to it will apply.
Temporary Resident: visa holders do not need to obtain a NSW drivers licence even if they stay longer than three months, provided their overseas licence remains current and valid and their visitor status remains unchanged.
Licences written in a language other than English must be translated.
Although the RTA and the NSW Police Department recognise these provisions, some insurance companies require that anyone resident at one address for longer than three months has a current NSW driving licence.
Obtaining a Licence: Holders of a driving licence from the following countries are exempt from the requirements to take a knowledge or a driving test and thus are only required to provide; proof of a NSW address, proof of identity and pass and eye test. Exempt countries:

Motor Vehicle Registration
The RTA (Roads and Traffic Authority) registers vehicles in NSW. Fees are based primarily on tare weight of the car and a further charge is made for extras such as tow bars, electric windows and air conditioning. A small four-door sedan will cost approximately $220.00 per annum and large family sedan about $350.00 per annum to register. You will be issued with a one-year registration certificate to affix to the windscreen of the vehicle.

To register a vehicle in NSW, take the following documentation to an RTA office. (listed in the telephone directory).
Pink Slip:
Required for vehicle over 3 years old. Pink Slip is a certificate of road worthiness and is available at Authorised Inspections Stations (service stations and motor vehicle repairers).
Green Slip:
Compulsory Third Party Insurance. Available from an insurer of your choice.

To transfer the registration of a vehicle, take the following documentation to an RTA office. If vehicle has been purchased from a licensed dealership they may offer to handle this transfer:

** REVS is an office of the Department of Fair Trading and protects consumers when purchasing a vehicle. They ensure that there is no outstanding finance owed on the vehicle. For cars registered in Victoria, Queensland and South Australia, a certificate can be arranged through the NSW REV's office. For Western Australian and Tasmanian registrations, a certificate needs to be arranged from those states. ACT and Northern Territory do not require a certificate.

Car Insurance
Third Party Insurance: Third party insurance is compulsory in Australia. When people are injured in car accidents they are able to claim compensation from the driver responsible for the accident. Third Party Insurance protects against this kind of liability. Before a car can be registered in New South Wales the owner must produce a Compulsory Third Party Green Slip.
Comprehensive Car Insurance: Although not compulsory, comprehensive car insurance is highly recommended. It covers the insured car against accidental damage, fire and theft. It also provides liability cover for damage to other vehicles or property.
Most car insurance companies offer a reduction in the premium if written evidence is produced that a car insurance policy has been held (including from overseas and interstate) and no claim has been made on that car insurance company within the past five years.

E-Toll Tags
An E-Toll tag makes travelling easier on all toll roads, such as the Sydney Harbour Bridge and Tunnel, Cross City Tunnel, M2, M4, M5 and M7 and on some of these toll roads no cash is accepted. Once you open a E-Toll account, you recieve an RTA E-Toll tag with a tag bracket to attach to your front windscreen. Then, whenever you drive through an electronic toll lane anywhere in Australia, a scanner will detect the tag and automatically deduct the toll amount from your E-Toll account. To open an E-Toll account, you need to pay a deposit and an opening account balance. Whenever the account balance drops below the minimum account balance, it is topped up automatically. Ferries

Health Insurance
Medicare: Medicare is Australia's health scheme. All permanent residents are covered and a levy of 1.5% is deducted from income.
Medicare members are entitled to treatment in public hospitals however you do not have a choice of hospital or doctor and you may have to wait for non-urgent surgery. www.medicareaustralia.gov.au gives full information on enrolment procedure and the services provided.
Private Health Insurance: Private health insurance allows you to make the choice of hospital and doctor. Private insurance will also provide for a range of extra benefits depending on the type of cover chosen such as dental, physiotherapy and optical. Housing in Sydney includes a mix of apartments, town houses and freestanding homes. Two bedroom apartments and three bedroom houses are the most common type of rental accommodation.
The standard of accommodation depends on the area and the type of housing. Rentals prices can be high, so be prepared for some initial disappointments when you first inspect properties. Many popular suburbs have a variety of properties extending over a diverse price range. The location and the quality of the home are the primary factors affecting the price. The standard of kitchens and bathrooms can vary in age, size and quality.
Most properties are leased unfurnished but there is an increasing number of furnished inner city apartments.
The basic inclusions in an unfurnished property are cooktop, oven, light fittings, floor coverings and curtains or window dressings. A dishwasher may be included.
Homes and apartments built or renovated over the past 10 years may have air-conditioning or heating, however the majority of properties do not have air-conditioning or heating as a basic inclusion. Australians generally use plug-in gas or electric space heaters during the colder months.
Residential Areas
Sydney covers an area of 1735 square kilometres, which is larger than Rome or Los Angeles County. Sydney is surrounded by national parks - Ku-ring-gai National Park to the north, Royal National Park to the south, the Blue Mountains to the west and the Pacific Ocean to the east. Sydney's layout is complicated by the Harbour with its numerous inlets and sandstone arms which leads to the hilly nature of the city. It's a confusing, but beautiful city with unexpected water views in many suburbs. Due to a combination of history and geography, Sydney is not as well laid out as most Australian cities - the streets are narrower and more convoluted.
Following is a brief description of some of the Sydney regions.
Eastern Suburbs and City Beaches: East of the city centre to South Head is the area commonly known as the Eastern Suburbs. This well-established area contains some of the most expensive properties in Sydney. Many of the suburbs have harbour views and access to the city and the airport is very quick. The beach suburbs of Bondi, Bronte and Coogee along the Pacific Ocean coastline offer a mixture of houses and apartments. There are a number of well-regarded private schools in the area. The suburb of Double Bay is renowned for its exclusive shops and boutiques, and Paddington for its terrace houses. The Eastern Suburbs has a good selection of apartments and houses.

The South: From the city south to the Royal National Park at Sutherland are many suburbs with differing characteristics. Those located close to the city contain a blend of high - medium density living and some light industrial areas. Suburbs close to the airport can be noise affected. Further south along Port Hacking and the Georges River many suburbs have water views. Housing is predominantly freestanding homes on 1/4 acre blocks and there are many different styles of homes. Prices vary according to the location, size of the property and style.

Inner West: The area immediately west of the city is referred to as the Inner West. Suburbs such as Glebe, Annandale and Newtown are only five minutes away from the city and are close to Sydney University. There are Victorian style terrace homes and many good restaurants in these areas. The surrounding suburbs of Balmain, Drummoyne, Leichhardt, Haberfield and Strathfield are busy and interesting and the close proximity to the city makes this area very popular. Traffic however, can be congested as some of the main roads service the industrial areas to the west.

The Greater West: The western region of Sydney stretches to the Blue Mountains. This area is fairly flat and contains lower cost housing, with industrial suburbs located in the region. Parramatta has many buildings of historical significance dating back to the early settlement of Australia. The main residential housing areas are to the north of Parramatta.

Hills District: The Hills district located between Parramatta and Dural and overlooking Sydney's western basin, extends from Winston Hills to Kellyville and Glenhaven. There are good regional shopping complexes with a full range of services.

Housing Styles
Homes in Sydney are generally constructed of brick. Newer houses are built of brick veneer and older style homes are built of full brick (double brick). Different areas display different styles of building, reflecting the location and the era. Suburbs closer to the city tend to have smaller blocks of land, more apartments and the housing style is Victorian with wrought iron lace work and verandahs. The suburb of Paddington is a good example of Victorian terrace style homes. Federation homes, built after the turn of the century, are characterised by red brick walls, dominant roofs with gables and ridges, verandahs, and lead light windows. The Californian Bungalow is seen in the many suburbs dating from the 1920s and 1930s.
The Sydney Property Market
Availability of rental properties varies according to the economic climate and the time of year (demand is highest from November to January). The availability of quality homes for rent is limited as Australians have historically sought to purchase their own property. The majority of people renting are therefore young couples saving to purchase, students, elderly and low wage earners. Executive homes are often only available when the owners are transferred away from Sydney.
There is no multi-listing system in Sydney, so it is our responsibility to contact all the agents in the areas in which you are looking. As this process takes time we ask you to give us prior notice of your arrival. Inspections of properties are best arranged during the week. Real estate agents are often busy on Saturdays and there are no Sunday inspections.
Landlords pay a commission to the real estate agent when a tenant is located for their property.
Rental Regulations
Application for tenancy: When a home is selected to rent, the Real Estate Agent will ask for an Application Form to be completed. This form requires personal details and credit references. In order to secure a property the equivalent of a week's rent is immediately payable which is deducted from your first month's rent. This deposit must be paid in cash or with a bank cheque. Once a deposit has been lodged the property is taken off the market. Should you decide not to proceed with the tenancy of that property you will receive back a pro rata proportion of the deposit paid according to the number of days that the property was taken off the market.
Bond: It is obligatory to lodge a bond with the Rental Bond Board. For unfurnished accommodation the bond is equivalent to four weeks rent. For furnished accommodation the bond is for six weeks rent. These amounts are reimbursed at the end of the tenure together with accumulated interest.
Rent: Rent is payable one calendar month in advance. As prices for rental are quoted on a weekly rate the monthly rate has therefore to be calculated. There are two methods used which produce slightly different figures:
1. weekly rent divided by 7 to get a daily rate multiplied by 365 to get the annual rate divided by 12 to get the monthly rate.
2. weekly rent multiplied by 52 to get an annual rate divided by 12 to get the monthly rate.
A landlord pays the council rates and water rates and the tenant is responsible for power, gas, telephone rental and metered water usage.
Residential Tenancy Agreement ("Lease"): Real estate agents use a two part form provided by the Real Estate Institute of NSW. The document is a legal and binding contract. The first part is signed by the tenant and the landlord. Additional clauses may be added listing any special conditions (eg garden maintenance or replacement of a specific item). The second part of the Agreement is a Residential Premises Condition Report. This is completed by the agent and the tenant once the tenant has moved in. The tenant and landlord sign two copies of the Residential Tenancy Agreement and each party keeps one copy of the agreement.
There is a $15.00 lease preparation fee payable to the leasing agent.
How to find a property: Real estate agents all have their own rent rolls. There is no multi listing. Generally landlords select only one agent to let and manage their property. The agent will receive a fee from the landlord for finding a tenant. Properties are advertised on Wednesdays and Saturdays in 'The Sydney Morning Herald'. The local newspapers also carry advertisements on a weekly basis. These are delivered free to homes but are also available from newsagencies.

They also attend the final settlement to ensure all payments are made.
