请教短登对190两年commitment的影响

以NSW为例，其它州WA, Vict似乎要求也一样

you are obliged to commit to live and work or study in NSW for the first two years of your time in Australia
短登和长登中间一般短则数月，长则上年。岂不是违背了这个commitment
我的理解短登是我们为了避免签证失效而采取的投机办法，但对澳洲来说就是已经登陆了

还是理解为只要我在澳洲期间累计的时间中前两年是在NSW而不是其它州, 至于是不是连续没关系？
