看看YET TO BE 这儿就是NOT，根据上下文分析。这是个固定短语？

我的理解是 Yet 除了最常见的Not Yet,也可以放在问句里.
Have you done it yet?

还有有转折的意思,在肯定句里.
He is handsome yet selfish.

我觉得Yet to be 除了 Not的意思外,还有表示虽然没做/发生还是将去做/预期会发生的.
但 Not 似乎就是表示一个事实(过去的或现在).

我个人不倾向以固定词语来理解，因为 yet 是那些灵活百搭的小词之一
这涉及 yet 的用法和 to 后面是 be 还是动词的两个问题
如果这样写的话：
The residents are yet to complain ...
yet to v. (yet to 动词)
yet to be + noun (compaints 名词);
分开来看有助于以后对其百搭的理解
