You are talking about section 19AB of the Health Insurance Act 1973, called 10 year "moratorium", here is the copy official website regarding section 19AB
The Act sets out the basic tests to determine whether a doctor is restricted by section 19AB of the Act.
If you are:
an overseas trained doctor; or
a former overseas medical student who gained their first medical registration on or after
18 October 2001
then you are considered restricted by section 19AB of the Act for a minimum period of ten years from the date you achieved both medical registration and permanent residency/citizenship of Australia.
2) Yes, you will get paid, the pay is not great, depends on your year level and overtime shift, generally around 60k~80k
3) The definition change from time to time, generally it means out of major capital city in Australia. Somewhere from 1hr to 6hr distance or even more.
4) Excellent English is that you can communicate freely with medical colleague by using medical terminology and also can communicate with patients by using colloquial language, plus same level reading and writing skills. IELTs or OET you have to pass the required mark.
