没有想到的戏剧性发展,CO来信了,没让补料,直接告诉我分数不够:
Unfortunately your application did not meet the points test. I will send you a Decision Letter in due course.
我的分数自测:
Age: 申请日(16 Dec. 2011) 32 现在33,但是应该以申请日为准 Points: 30 points
English language: Competent English Points: 0
Overseas work experience: 8.5 years of past 10 years Points: 15 points
Qualification: Bachelor degree Points: 15 points
Sponsorship by state government: WA Points: 5 points
Total points: 65 points

等了近1个月，终于有了CO的回复。关于分数不够，CO是这样解释的：
To be assessed as an ICT Business Analyst you either have to have a Bachelor Degree in the relevant field or 5 years of relevant experience. Since your degree is not in the required field, the first 5 years of your experience could not be calculated as an employment in a skilled occupation.
You met our requirements on 15/08/2008 and only employment after that date was included. As per my calculations you accumulated a total of 3 years and 4 months of employment in your nominated occupation in the last 10 years. As such, you were awarded 5 points, not 15 as you claimed.
我回信解释了这个说法的不合理性之后，CO又给我这样的一个回复：
Your ACS skills assessment states:
"For the purpose of your application you have as of December 2009 satisfied the requirements of the ACS as stated in the PIM 3 policy manual for Group B."
Following their assessment I would only be able to accept your work experience that you gained after December 2009.
他本身的说法就自相矛盾，开始说专业与职业不相关要扣除5年工作经验，15/08/2008之后的工作经验被承认。后来这个说法站不住脚，他又从ACS评估函里面断章取义的拿出这一段来，说 2009年12月以后的工作经验被承认。他自己说话都没谱，目的非常明显，就是想找茬。
我的ACS评估结果如图所示，工作经验从03年到11年，ICT Business Analyst 7年9个月。因为我是非计算机专业的学历，所以ACS评估group B需要满足计算机相关工作满6年才可以评估成功，从03年到09年只是符合了这一要求。评估结果you have as of December 2009 satisfied the requirements of the ACS as stated in the PIM 3 policy manual for Group B这一句话的意思是，从09年12月，我就已经满足了ICT Business Analyst的要求。
