In general, yes as you stated. However, not applicable in case of business went down, ie, bankrupt case like the one we ran into. Through reconciliaton and disputes process with credit card issued bank, we did get money back from travel agent, not that bankrupted tour operator; becasue we made deposit payment via travel agent; I have document list of email communication implicit that travel agent breach of trust.
Anyway, at less not too bad ending. Thanks.
Lessons I learnt:
Keep documents
Don't take verbal offer, everything has to be in writing.
Buy return air ticket before purchase anything else. To be eligible for insurance coverage, you have to approve your trip starting and ending in Australia!!!
