I think it is the blue mutation of the Indian Ringneck Parrot, and would be an escaped pet, or an old bird someone has released. See http://www.avianweb.com/indianringneck.html. Scroll down and you will see the blue mutation. The bird in your pictures looked a bit scruffy, particularly round the head, so it may be old, or may have been attacked by other birds.
We had a green one appear in our garden a couple of years ago - it was very beautiful, see pic below. It came only once, then disappeared. Perhaps its owner found it.
