9.1新政策细则悄悄出炉(9月1日, 新政策正式开始实施! 一切尘埃落定....)

在5月初的律师会议之后, 一直没有看到官方相关细则的出炉. 后来再仔细看看, 原来已经出来了. 前一段时间移民局已经悄悄用新文档代替了旧的文档（旧文档基本更新）, 并且增加了相关的资料（增加了3个新文档）. 详细请看:

原来的文档在我的贴子《Changes to be introduced on 1 September 2007》里有保存， 大家感兴趣可以两边对比一下。 当时除了NEW ZEALAND的资料， 其他都COPY了下来。

**:2007年8月2日, 再次更新, 新增加的文件有GSMchange_applying_for_visa.pdf, GSMchange_offshore_eligibility.pdf, GSMchange_onshore_eligibility.pdf. 更新的文件:GSMchange_options.pdf.

**:2007年8月14日, 再次更新.

**:2007年8月24日, 9月1日新技术移民具体条例正式公布.(新政策已出. 此法律条文用处不大, 已删除.)

1，中文的5分似乎还在，也没有见提出特殊要求；

Under the new points test, the requirements to be awarded five points for specific work experience will not change.

Applicants will be able to claim 10 bonus points, however, if:

• they have nominated a 60 point occupation and
• have been employed for at least three of the past four years in that occupation or a closely related occupation on the SOL.

而9月1号后的新政策，上面2种情况都拿的到60分，尽管INTERNAL AUDITOR是50分的职业。因为条件变成 a closely related occupation.

是的, 请看GSMchange_english:

When do I need to sit an English test?

You must provide evidence that you have met the English threshold at the time you apply unless applying for a Graduate Skilled (subclass 485) or a Skilled – Independent Regional (subclass 487) visa. You should, therefore, book a date and time for sitting your IELTS test (or OET) well in advance of when you plan to lodge your visa application. This will ensure that your results are available to include with your application.

If you are applying for a Graduate Skilled (subclass 485) visa or a Skilled – Independent Regional (subclass 487) visa and are unable to obtain an IELTS test (or OET) result before you apply, you may instead provide the department with evidence of when you are booked to sit your IELTS test. If you lodge your GSM visa application without your IELTS test results, and subsequently fail to achieve the required results on your IELTS test, your application will be refused.

这里说明, 除非你申请485或者487， 否则都要提供IELTS成绩。而485和487则要提供已经BOOK了考试的证据，并且如果考不过的话，会给REFUSED。

age和现在一样的要求；
English要求达到 15分---这里作者写得很好。这个可能届时将看看什么是GSM的English basic requirements. 我觉得很可能，或者多数情况下将是4个6。

工作经验，新政策要求申请前2年有1年的工作时间，无论什么SOL职业。

这里有一个地方，我很忍不住想贴出来。 就是大家猜测了很久的社区语言分，在GSMchange_points-test里，明确写出，社区语言分将不变！Bingo！！

1，IELTS成绩两年有效：
How long is my English test valid?
From 1 September 2007, the department will accept the results of English language tests undertaken in the 24 months before the date the visa application was lodged.

2，10分的specific work experience不一定要60分评估职业，然后再从事60分的相关工作了，只要是相关的，在最近4年里做3年，就可以有10分；

3，新政策下的亲戚担保不需要经济担保，旧的申请，如果在2008年1月1日之前还没有结束的话，也不需要经济担保。。。

4，新的指定地区亲戚担保要打分了，但是亲戚担保可以加25分！。。。

5，SSASSL撤销

6，....这个我不是很清楚，但希望对495的桐子有点意义：
Requirements for sponsorship or nomination
From 1 September 2007, applicants holding a provisional GSM visa:
•Skilled – Independent Regional (Provisional) (subclass 495)
•Skilled – Designated Area Sponsored (Provisional) (subclass 496)
•Skilled – Regional Sponsored (Provisional)(subclass 475 or 487)
will not be required to have evidence of ongoing family sponsorship or state/territory nomination when seeking a 12 month extension of their provisional visa or when applying for a permanent GSM visa.

9.1之后全部申请都可以通过Electronic lodgement。
申请人，亲戚担保方，代理，全部可以通过Electronic lodgement进行网上操作。
特点：
如果是通过Electronic lodgement，则各方都要通过e-lodgement来进行， 协调一致。付费用visa等信用卡。
如果是通过paper lodgement, 则各方都通过paper来进行，操作和现在一样。付费方式和现在一样。
paper的，申请人填写form 1276; 亲戚用form 1277； 代理也用paper，表格没有特殊说明，应该和现在一样。

ls可以自己看GSMchange_e-lodge，通过别人的眼睛来阅读信息肯定有过滤。何况你还是IEA, 此事非不能也，是不为也。
