English Language Proficiency Requirements
for Western Australian GraduatesChanges to the English language proficiency requirements for Graduates of NMBWA
approved education courses leading to initial registration as a nurse or midwife.
(NB This policy does NOT apply to overseas trained nurses & midwives).
In 2008 the Australian Nursing and Midwifery Council (ANMC), in collaboration with all
Australian Nursing & Midwifery Regulatory Authorities, commenced the development of
National Standards for the regulation of nurses and midwives in a number of areas, in
preparation for the introduction of National Regulation in July 2010. One of these areas
relates to English language proficiency requirements for registration as a nurse and/or
midwife in Australia.
In response to these new National standards, the Nurses and Midwives Board of Western
Australia (NMBWA) have revised their policy in relation to the English language proficiency
requirements for graduates of NMBWA approved education courses leading to initial
registration as a nurse or midwife (otherwise known as ‘WA Graduates’).
Western Australian (WA) Graduates will be required to provide evidence of their English
language proficiency prior to their initial registration as a nurse or midwife if they;
1. Were not born in Australia or New Zealand and
2. Have not completed a minimum of three years secondary (high school) education in
the English language in Australia or New Zealand or another approved* English
speaking country (United Kingdom, Ireland, United States of America or Canada
(excluding Quebec))Acceptable evidence of three years secondary (high school) education in Australia, New
Zealand or another approved country includes an Achievement Certificate, High School
Certificate or equivalent. This documentary evidence needs to be provided in the form of an
original or certified copy.
WA Graduates who fulfil Criteria 1 & 2 (above) and are required to provide evidence of their
English language proficiency, must undertake one of the following NMBWA approved English
language tests

Please Note
•WA Graduates must achieve the required scores at a single test sitting and the test
must have been completed within two (2) years prior to their application being
submitted.
•The English Language Test results are only valid for two (2) years from the date of the
test, unless achieved at the commencement of an NMBWA approved course leading to
registration, in which case the results remain valid until the student successfully
completes that course of study and gains registration or ceases the course (whichever
comes first).
•The testing authority must forward an original copy of the results directly to the
Nurses & Midwives Board of Western Australia.
There are no longer any English language proficiency waivers in place.
From the 1st February 2010, all WA Graduates who meet Criteria 1 & 2 (above) must
successfully complete one of the stipulated English language tests
in order to be considered for registration with the NMBWA.
* Approved countries are those identified by the Australian Department of Immigration and
Citizenship (DIAC) as English speaking countries.
